Moline City Council met March 7.

Council Meeting: The City Council meeting came to order at 1:00 p.m.
The Council met in special session in the Committee-of-the-Whole Room at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Waldron and Berg present. Absent: Alderman Schoonmaker
Executive Session:
At 1:08 p.m., Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Waldron and Berg; nays: none.
Open Session
Council reconvened in open session at 3:26 p.m. for consideration of a contract with GovTemps for an Interim City Administrator. Alison Fleming, Human Resources Manager, reviewed compensation and benefits, indicating that a municipal car and city-provided cell phone would be added to the proposed contract. Fleming explained that the all-inclusive cost to out-source with GovTemps is $243,000 annually, compared to $236,000 in-house. Fleming noted that potential severance and unemployment expense would be avoided with outsourcing. Mayor Acri indicated that this one-year contract with GovTemps is being done for the good of the community. At the end of the contract, terms may be negotiated. Potentially, the interim appointed may choose to accept a permanent position at the end the term. Alderman Berg made a motion to approve the contract with GovTemps. Seconded by Alderman Waldron. Motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Waldron and Berg; nays: none.
