Village of Orion Village Board met Jan. 22.

A meeting of the Finance Committee was held at 4:00 p.m. at Village Hall, 1202 4th Street, Orion, Illinois. Members present: Drucker, Hancock, and Newman. Absent: None. Trustee Nelson was in attendance.
Credit card receipts were reviewed and compared to the statement.
Clerk Sampson said FY 2021 budget forms will most likely be available next week. Forms should be completed and returned by March 13th. A proposed budget will then be compiled by the Finance Committee at its March 25th meeting. The village board will be presented with the proposed budget on April 6th and a vote will be taken on April 20th.
TIF boundaries were discussed in relation to a proposed village hall. Trustee Newman felt TIF proceeds could help pay for a village hall, as long as it is within the TIF district. A map of the district was provided to Trustees Nelson and Hancock.
In regard to the expenditure of FY 2020 TIF funds in the amount of $22,458, the committee prioritized ornamental lights as a first consideration followed by lighted Christmas decorations for Central Park, and sidewalk improvements.
The Comprehensive Economic Development Strategy (CEDS) Progress Report was updated for the Bi-State Regional Commission. Listed as a completed project for 2019 is the purchase of land for Love Park. Projects planned for the future are the rehab of 5th Street, improvements to the parcel purchased for Love Park, and an assisted living/nursing home facility. In regard to the assisted living/nursing home project, the committee noted the importance of getting the TIF district timeline extended and getting it done quickly so a developer can benefit. President Cooper is working toward that goal. Signed agreements are needed from affected taxing bodies.
There was discussion about the cost of rehabbing 5th Street and the street superintendent’s goal to take care of the associated drainage. Engineering will need to take place to determine the path of the drainage so easements can be obtained. It was also noted the street superintendent intends to rebuild 7th Street from 15th Avenue south to the village limits this summer.
Trustee Newman suggested engineering expense included in this year’s budget but not yet used be considered for laying out a plan for the property purchased for Love Park. Ideas for the property were floated around. It was noted any ideas should be forwarded to Trustee Dunlap, chairman of the Recreation Committee.
Capital improvement projects were put in the following order: #1 – 5th Street Rehabilitation, #2 – Love Park Improvement, and #3 – Village Hall Improvements/Purchase.
There being no further business to come before the Committee, the meeting was adjourned.
