Village of Orion Village Board met Jan. 20.

Here is the minutes provided by the board:

The regular meeting of the President and Board of Trustees was held at 7:00 p.m. at Village Hall, 1202 4th Street, Orion, Henry, Illinois. The following members were present: Cooper, Newman, Nelson, Mitton, Hancock, Dunlap, Drucker. Absent: None.

President Cooper called the meeting to order and led the board in the Pledge of Allegiance.

It was moved by Drucker, seconded by Nelson to approve the minutes of the meeting held January 6, 2020. Ayes: Newman, Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: None.

It was moved by Drucker, seconded by Newman to approve the bills for the month: General Fund-$36,733.41, Recycle-$2,669.44, Water O&M-$2,399.33, Water Deprec.-$325.95, Sewer O&M-$4,598.71, Sewer Surplus-$100.00, MFT-$2,261.39, Fines-$56.69, and Cops & Kids- $2,168.73. Ayes: Newman, Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: None.

Dismantling and removing the Christmas tree from the band shell has been canceled due to snow and ice. The work will be performed as soon as the weather cooperates.

Trustee Nelson praised employees for removing snow in a timely manner last weekend. The village assisted the school district after the district’s equipment broke down and its employees were unable to salt school parking lots.

The Orion Fall Festival will contribute $1,000 toward the purchase of flashing crosswalk signs. The school superintendent has been approached about providing another $1,000. He will have to consult with the school board.

Trustee Nelson met with Street Supt. Neil Dahl to acquaint himself with the operations of the street department. The street supt. is considering improvements to 7th Street south of 15th Avenue. He and the street supt. later met with Mr. Shane Larson from Hutchison Engineering to look at the proposed 5th Street rehab and associated storm water drainage. Trustee Nelson said Mr. Larson had a practical approach to improvements. Trustee Drucker said the water supt. is considering water mains that might need replacement or repair prior to the resurfacing of 5th Street. The sewer department is doing the same. Sewer mains can be televised as necessary, and some can be lined in lieu of replaced. Trustee Newman asked that sidewalks be considered for 5th and 7th Streets, for the safety of walkers.

Brief discussion was held about violators of snow routes. Vehicles can be towed if they are parked on a snow route when two or more inches of snow is predicted to fall. Creating a Facebook presence was discussed as a method of reminding the public of the snow route.

Trustee Drucker reported lower water consumption for the most recent month.

The board was reminded of the Finance Committee meeting to be held Wednesday, January 22, 2020 at 4 p.m. at Village Hall.

Trustee Mitton questioned the result of the investigation into vehicles driven in Love Park. Trustee Newman did not know the end result but will consult with Henry County Deputy Chad Baze.

President Cooper announced a decision by the Third District Appellate Court in favor of the Village of Orion. The defendants, Patti Hardi and Mike Larson, have 35 days from the date of the ruling to decide whether or not to take further action. President Cooper made no further comments.

It was moved by Mitton, seconded by Drucker to enter executive session at 7:22 p.m. to discuss the purchase of real property. Ayes: Newman, Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: None.

President Cooper reconvened the meeting in open session at 7:52 p.m.

There being no further business to come before the meeting it was moved by Drucker, seconded by Mitton to adjourn. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.
