Village of Annawan Village Board met Feb. 12.

Here is the minutes provided by the board:

The Annawan Village Board met at 6:30 PM in the Village Hall. 

Present were:

Village President: Mayor Tim Wise

Trustees: Kim Goodley, Brent Heitzler, John Rico, Audie Sturtewagen, Mitch Heisler, John Davis Clerk: Sue Nelson

Also attending: Chief Doug Elliott

Prior Month’s Minutes

Sturtewagen, seconded by Rico, made a motion to approve the minutes of the previous meeting. Motion passed.

Monthly Bills

Heisler, seconded by Davis, made a motion to pay the monthly bills. Motion passed. The balance in the General Fund on January 31st, 2020 was $78,552.12.

Police Report

Chief Elliott gave the police report showing 24 calls for service, 482 Self-Initiated Activities, 10 Traffic Enforcement Activities, and 6 Agency Assists for the reporting period. Training for the month included: Police Law Monthly Online Training; Online Training via Law Enforcement Training and Standards Board. Chief Elliott continues his weekly school walk-through with Superintendent Nordstrom. The full report is on file in the village office.

Parks and Recreation Report

Mayor Wise reported 1 paid and 3 free rentals of the Community Center. The Fitness Center has 98 members between single and family.

Ordinance Code On-line

The Village Ordinance Codes are now on-line on the Village home page.

Mowing

President Wise stated that Anderson’s contract is up. The Village needs to decide if a part-time person will be hired, if we will do it ourselves since we have the equipment or if bids for mowing will be posted.

Census

Rachel Hansen from Bi-State will be at the April meeting to give information on the 2020 Census.

Road Work 2020

There was discussion on road projects for 2020. The Village needs to let the county know what we want done this year. There’s $57,000 in the fund for road work. The worst road is Pleasant View. Also under discussion are West South Ave; Howes St (overlay) and Tamaroa.

Resolution 86

Sturtewagen, seconded by Goodley made the motion to adopt Resolution 86 (Signatures for the money market account). Motion passed.

Resolution 87

Heisler, seconded by Rico made the motion to adopt Resolution 87 (Transfer for sewer fund). Motion passed.

Asbestos testing Report

The asbestos testing report has come back from Aspec Environmental Testing. Results are as follows.

The old school building at 105 N Main St. has some in the chalk boards and caulk in the restroom. The materials containing asbestos must be removed if the building is going to be demolished. It was reported that the asbestos containing material can be removed and put on top of the pile to be removed from the demolition site.

The report for 103 West South Ave stated that no material contained asbestos.

The report for 110 S Depot St stated the small panels above all the door ways contained some asbestos. These can be removed with no problems.

Debt Certificate Progress

A money market account was set up and fund were received on January 29th

Other Discussions

Mark Crosby reported that a new light has been installed on the north side of the Community Center. The Village is getting quotes on a generator for the new Police office building.

Due to an issue with the blowers at the sewer plant the cost was more than budgeted.

Heisler has received reports to go forward with a rate study for the Village.

Mud Creek isn’t draining and it was found that the bridge by the canal has a lot of debris. There will be a meeting with DNR & IDOT to see if this can be cleared away. Also, we are looking at options to dredge the creek to make it deeper.

The Maintenance building has had the floor poured.

There are issues with the Annawan/Alba dumpsters. It has been found that people are using it to dump furniture and other junk items. It was suggested that cameras be installed. Trail cams have been used in the past as the payment boxes were being robbed.

There will be separate presentations by 3 engineering companies relating to the Patriot Way water/sewer extension. They will present the cost to design and an estimate of the cost to do the project. There will be options for extending all the way to the property; through the property to the other side and running a line across the road to the South so there would be access for future development.
