Colona School District 190 Board met March 12.

Here is the minutes provided by the board:

The regular meeting of the Board of Education was called to order at 6:32 p.m.

Present: Julie Wittenauer, Lindsey Trickey, Bill Rossow, Dennis Teichman, and Ricky McClintock, Lindsey Trickey, Julie Arnold and Ray Kutzman

Absent: None

Also Present: Carl Johnson, Michael Carlson, Edith Glackin, Melanie Hergert and Ami Murray

There were no individuals who wished to speak to any Agenda item.

The Partner Schools and United Education Foundation meeting for this month was cancelled.

The PTA report detailed volunteers are needed for Muffins with Mom and the Easter Egg Hunt. Dr. Fehr has donated $1000 to Colona PTA. The craft fair for October has a tentative date for October 24, 2020. They are collecting snacks for conferences. The Masonic Lodge treasurer and secretary attended the meeting to discuss a scholarship program for Colona and Silvis School District students.

The Principal report listed the students of the month. The Spring Band concert was on March 3rd. The 8th grade students visited UTHS on the 28th for a tour of the school and have their ID pictures taken for next year. Mr. Danek took several students to the state chess tournament. Ite IAR will start on March 30th. Jr. High has 69% of students come in for their student led conferences. Elementary had 84% of students attend conferences. There were 26 incidents of ISS, 7.5 days total; 5 incidents of OSS , 8 days total.

There was no Athletic Director report submitted for the March meeting.

The maintenance report noted general maintenance was performed for the month.

Dr. Johnson updated the BOE about various items that included the online auction process for the white truck and misc items that are no longer needed at the school.

The BOE also discussed the current situation of the COVID-19 (Coronavirus) Pandemic and the response, resources and protocol from the local level, state level and federal level. There will be a meeting on Friday, March 13, 2020 at the Rock Island Regional Office of Education with the area superintendents. Dr. Johnson will be in attendance at the RIROE vs. the BHSROE because the meeting in Atkinson will be on Monday, March 16, 2020 when the school could potentially be closed due to the COVID-19 Pandemic. In the event the school is forced to close for a period of time, meals are required by the federal government to continue to be served to the students. Dr. Johnson will be meeting with Danette from the cafeteria to coordinate this program. At this time, school closure days could be considered Act of God days, information is needed from the ISBE.

Mr. Carlson has been working on a feasible e-learning/distance learning plan for our students. Choice board activities, MobyMax, homework packets and google classroom are options that are being considered to engage students. There will be a staff meeting next week to discuss moving forward with e-learning/distance learning if necessary.

Staff has received communication from administration to make plans if necessary. Guidelines for a pandemic are available in the BOE policy.

A Motion was made by Dennis Teichman, seconded, by Ricky McClintock to approve Consent Agenda, which included the following items:

5a. Approval of Regular Session Board Meeting Minutes from February 13, 2020 5b. Approval of Closed Session Board Meeting Minutes from February 13, 2020 5c. Approve placement of Amanda McWherter on tenure, effective 2020-21 school year. 5d. Approve placement of Amy Allen, Tiffany Dolk and Cody Cuppy on fourth year probation; Howard Hyde, Taylor Siwek, Nicole Stockwell and Jessica Tucker on third year probation, all effective 2020-21 school year. 5e. Approve the March 2020 bills and Estimated payments to be made prior to March 31, 2020, District Treasurer’s Report and approval of the February Activity Fund.

Roll Call Vote: Wittenauer – aye; Teichman – aye; Trickey - aye; Rossow – aye; Kutzman – Aye; McClintock – aye; 6 ayes; no nays, 1 absent; Motion carried

A Motion was made by Dennis Teichman, seconded by Bill Rossow to enter in closed session for the purpose and discussion of the appointment, employment, compensation discipline, performance or dismissal of specific employee (s) of the district Pursuant to 5 ILCS 120/2 (c) (1); Discussion of Collective Negotiations with the Colona Education Association Pursuant to 5 ILCS 120/2 (c) (2).

Roll Call Vote: Wittenauer – aye; Teichman – aye; Trickey - aye; Rossow – aye; McClintock – aye; Kutzman-aye; Arnold - aye; 7 ayes; no nays, none absent; Motion carried

The Board entered closed session at 7:17 p.m.

A Motion was made by Ricky McClintock, seconded by Lindsay Trickey to return to open session at 7:49 p.m.

Roll Call Vote: Trickey-aye; Rossow-aye; Wittenauer-aye; Arnole - Aye; McClintock – aye; Kutzman-aye; Teichman-aye; 7 ayes; no nays; none absent; Motion carried.

Personnel resignations and employment:

a. Approved the resignation of the following staff: Houston, Stephanie, cafeteria; Vasquez, Edwin, custodian; Peterson, Kristin, SpEd; Campbell, Cindy, SpEd; Bautista, Damon, PE/Health b. Approved the employment of Creger, Kathy, Jr. High Teacher/Counselor Intern for the 2020-21 school year.

A motion was made by Dennis Teichman and seconded by Lindsay Trickey to approve the personnel items A and B.

Roll Call Vote: Kutzman - aye; McClintock - aye; Teichman - aye; Trickey - aye; Rossow - aye; Wittenauer - aye; Arnold - aye; no nays; none absent; Motion carried.

The BOE heard the second reading of updated board policy 4:60.

A motion was made by Lindsay Trickey, seconded by Ricky McClintock to approve the adoption of updated board policy 4:60.

A Motion was made by Dennis Teichman, seconded by Ricky McClintock to adjourn meeting.

Having noted that all agenda items had been discussed, the meeting adjourned at 7:58 p.m.
