City of East Moline Committee of the Whole met May 4.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico. 6:56 p.m.

ADDITIONS/CORRECTIONS TO AGENDA

None.

WATER TREATMENT PLANT – BASIN STRUCTURAL REPAIRS (Mr. Drake, Director of WWWTP)

Last fall the treatment basins (total of 4 basins) were inspected by a structural engineer to evaluate the structural integrity of the basins due to a noticeable number of cracks in the concrete walls. The cracks allow water into the reinforcement steel causing the steel to deteriorate. The structural engineer evaluated the basins on construction plans and current condition of the concrete walls. Based on his evaluation, by not doing anything the structures will last another 5 to 8 years We can increase the life of the basins to 15 to 20 years by repairing the cracks and coating the inside (wet areas of the basins) to diminish the deterioration of the concrete and reinforcement steel.

The plan is to take one basin out of service per year for the next four years to make these repairs. Basin #4 is the basin in need of the most repairs. Bids received to make the repairs on this basin are as follows:

McCarthy Improvement Company $96,102.50

Bi-State Masonry Inc. $16,540 6 00.

Western Specialty Contractors $88,580.00

Bid tab and recommendation from the engineer is attached for your review.

RECOMMENDATION:

Award the basin #4 structural repairs to Western Specialties in the amount of $88,580.00.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey to concur with the recommendation as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

ONE YEAR AGREEMENT WITH LIVESTORIES.COM (Mr. Maxeiner, City Administrator) LiveStories is a communications tool that can be implemented directly through our webpage to get information to businesses seeking guidance on COVID-19 recovery efforts. The application will guide businesses through a series of questions to direct them to resources that might be available to assist them weather this difficult economic period.

The cities of Moline and Rock Island are also participating in this application and having East Moline join together with them provides a better price for all three entities. For East Moline, the cost would be $500 per month for one year ($6,000 annually). The startup fee of $2,500 usually applicable is waived due to the partnership with our neighbors. The REDEEM Board has graciously agreed to reimburse the City for the first year's cost.

RECOMMENDATION:

Staff recommends approval of the agreement with LiveStories to create and implement a web application to assist the business community in finding COVID-19 recovery resources.

A motion was made by Alderman Almblade, seconded by Alderman Frederic, to concur with the recommendation as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey and Tapia, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Frederic. Motion carried. 7:04 p.m.
