City of East Moline City Council met May 4.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of April 20, 2020.

b. Approval of the Committee-of-the-Whole Minutes of April 20, 2020.

c. Approval of Salaries of May 1, 2020 in the amount of $422,940.74.

d. Approval of Bills in the amount of $555,931.57.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Frederic and Tapia. Opposed: Rico and Toppert. Motion carried. 5-2

REPORT BY MAYOR

PROCLAMATION:

Mayor Freeman proclaimed the Month of May as “Poppy Month.” There was no one in attendance to receive the Proclamation.

Mayor Freeman read and presented to Mr. Timothy Wassell, a Proclamation proclaiming the month of May 2020 as “Motorcycle Awareness Month”. Mr. Wassell thanked the Mayor Freeman and the City Council for their continued support.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

2nd Reading

ORDINANCE 20-06: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 3 “BUSINESS REGULATIONS”, CHAPTER 7 “LIQUOR DEALERS”, SECTION 3-7-6 “LICENSE FEES” AND SECTION 3-7-24 “OPERATION” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Ordinance 20-06. Upon roll call the following voted in favor: Rico, Almblade, Mulcahey, O’Brien, Frederic, and Tapia. Opposed: Toppert. Motion carried. 6-1

RESOLUTION 20-15: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE LOW BID FROM WESTERN SPECIALTY CONTRACTORS TO DO THE BASIN STRUCTRUAL REPAIRS AT THE WATER TREATMENT PLANT.

A motion was made by Alderman O’Brien, seconded by Alderman Rico, to approve Resolution 20-15. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Frederic and Tapia. Motion carried.

RESOLUTION 20-16: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A ONE YEAR AGREEMENT WITH LIVESTORIES.COM.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 20-16. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Frederic and Tapia. Motion carried.

OTHER:

Mr. Maxeiner informed the City Council that on the City Council Meeting held on April 20th there was much discussion about the Hope Creek liens. There was an amendment made to the original Ordinance. A motion was made by Alderman Almblade and seconded by Alderman O’Brien. There was a procedural vote with regards to adding the amendment to the Ordinance that was being voted upon. There was some confusion about the vote. The vote was recorded as 4 Approve, 2 Opposed and 1 Abstained (4-2-1), but there was never a vote taken on the actual Ordinance itself. Alderman Mulcahey just brought this to Administrator Maxeiner attention earlier this evening. Mr. Maxeiner beliefs that the actual Ordinance with the amendment should be brought back before the City Council for discussion and consideration at the next scheduled City Council Meeting or Special Meeting.

Mayor Freeman informed the City Council that action will be taken at the next City Council Meeting regarding this item. Since it was not on the Agenda this item could not have been voted on tonight. Requesting that there will be a Special Meeting held on this item on Thursday, May 7, 2020 at 6:00 p.m.

COMMITTEE-OF-THE-WHOLE (Alderman Kotoku)

Almblade Kotoku had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council they had their new officer’s candidate list testing set for May 30, 2020 was postponed until June 27, 2020 to be held at United Township High School at 8:00 a.m. The department is still accepting applications.

Mr. Drake, WWWTP Facilities Director – Mr. Drake informed the City Council that the Annual Quality Water Report is on the City Web Site.

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed City Council regarding the following items:

o Republic will be returning to normal services picking up yard waste and no sticker required during the month of May.

o Annual Spring clean up will be held June 8 – 12, 2020 for Monday and Tuesday routes. June 15 – 19, 2020 for Thursday and Friday routes.

o Mr. Maxeiner informed the City Council that the Liquor License renewals will be extended until June 30, 2020. Mr. Maxeiner suggested that the Liquor License renewals be extended to 30 days after the Executive Order is lifted.

o Mayor Freeman also suggested that the Liquor License renewals be extended to 60 days after the Executive Order. Mayor Freeman is the Liquor Commissioner. Mayor Freeman answered additional questions regarding the Liquor License renewals.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Frederic and Tapia. Motion carried. 6:53 p.m.
