City of Rock Island Planning Commission met Aug. 5.

Here is the minutes provided by the commission:

Notice: As part of his Executive Order in Response to Covid-19, #2020-07, section 6, Governor Pritzker announced in part that “During the duration of the Gubernatorial Disaster Proclamation, the provisions of the Open Meetings Act, 5ILCS 120, requiring or relating to in-person attendance by members of a public body are suspended. Specifically, (1) the requirement in 5 ILCS 120/2.01 that ‘members of a public body must be physically present’ is suspended; and (2) the conditions in 5 ILCS 120/7 limiting when remote participation is permitted are suspended. Public bodies are encouraged to postpone consideration of public business where possible.” On Friday, June 12, 2020, the Governor signed P.A. 100-640 (SB 2135) into law, amending the OMA to expressly authorize public bodies to meet remotely without the otherwise required quorum present at the meeting place during a declared public health disaster such as those related to COVID-19.

Call to Order and Roll Call

Chair Creger called the meeting to order at 5:30 PM and read the roll call.

Public Comment

There were no comments from the public.

Approval of the Agenda

Mr. Johnson moved to approve the agenda for August 5, 2020. Mr. Harding seconded the motion. The motion carried unanimously on a vote of 6 to 0.

Approval of the Previous Meeting Minutes

Mr. Moline moved to approve the minutes for April 1, 2020 meeting. Mr. Johnson seconded the motion.

The motion carried unanimously on a vote of 6 to 0.

New Business

Public Hearing 2020-3- Rezoning from R-7 (mobile home/manufactured home) district to R-1 (one family residence) district at 2300 79th Avenue West.

Mr. Joseph Mainlander, Professional Engineer, who submitted the rezoning application was present and available for questions. There were none.

Staff indicated that the subject site was a 14.74 acre undeveloped segment of a 29 acre parcel that currently has a mobile home park located on the northerly area of the site. The intention is to convey the 14.74 acre segment to an adjacent property owner of a mostly zoned R-1 undeveloped property to the west and that no development is proposed at this time.

Mr. Johnson moved to recommend that the City Council approve the rezoning because it conforms to the land use designation in the Comprehensive Plan. The motion was seconded by Mr. Harding and approved on a vote of 6 to 0.

Other Business

Selection of new Vice-Chair of the Commission replacing Jason Lopez, who resigned from the Commission. Mr. Johnson made a motion to nominate Bruce Harding. Mr. Moline seconded the motion, and it passed unanimously on a vote of 6 to 0.

Update on Zoning Ordinance revisions. Mr. Brainard reviewed the history of the recent Zoning Ordinance revision process and of some already approved revisions the City Council has adopted in the last year or so. He also highlighted some of the proposed changes to the existing Ordinance. He said staff hopes to have a red-lined copy with the proposed revisions to the Commission in approximately two weeks, so the Commission can discuss the proposals at its September 2nd meeting.

Mr. Johnson said the review of the Ordinance would be more difficult through a video only process. Mr. Moline agreed and asked if the Commission could meet in person in September if possible.

Mr. Brainard replied that he is comfortable for the Commission to set the pace and format of the meetings if there is a consensus among Commissioners.

Chair Creger asked for a motion to adjourn. A motion was made, seconded and passed unanimously at 6:44 PM.
