Q1 2020 Parolees Recap: Who was paroled in Rock Island County?

There were 51 offenders released on parole during the first quarter of 2020 that live in Rock Island County, according to Illinois Department of Corrections data obtained by Rock Island Today.

The data shows that 41 men and 10 women were released in Rock Island County. The median age of the parolees was 38. The youngest parolee was a 20-year-old man sentenced for a crime involving one or more weapons in 2020, and the oldest was a 76-year-old woman sentenced for a crime involving drugs in 2010.

The offender who had been incarcerated the longest was Michael A. Foiles. He was convicted of a sex crime in 2004 when he was 38 years old. He is now 54.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
