City of East Moline City Council met June 15.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

City Clerk Holmes had no items for discussion.
ADDITIONS/CORRECTIONS TO AGENDA:
None
CONSENT AGENDA:
City Clerk Arletta D. Holmes read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of June 1, 2020.
b. Approval of the Committee-of-the-Whole Minutes of June 1, 2020.
c. Approval of Salaries of June 12, 2020 in the amount of $426,993.66.
d. Approval of Bills in the amount of $761,318.97.
A motion was made by Alderman Almblade, seconded by Alderman Rico, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:
1st Reading
ORDINANCE 20-10: AN ORDINACE ADOPTING A POLICY PROHIBITING SEXUAL HARASSMENT FOR THE CITY OF EAST MOLINE, ILLINOIS.
ORDINANCE 20-11: AN ORDINANCE ESTABLISHING TEMPORARY EXECUTIVE POWERS PURSUANT TO CHAPTER 6, ARTICLE I OF THE EAST MOLINE MUNICIPAL CODE AND 65 ILCS 5/11-1-6 OF THE ILLINOIS REVISED STATUTES. (Consideration)
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to waive the reading of Ordinance 20-11. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Rico – Abstained. Motion carried. 6 in favor – 1 Abstained
A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Ordinance 20-11. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Rico – Abstained. Motion carried. 6 in favor – 1 Abstained
RESOLUTION 20-17: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE DISPOSAL OF SURPLUS PROPERTY FROM THE CENTRE STATION DISPATCH.
A motion was made by Alderman Almblade, seconded by Alderman Kotoku, to approve Resolution 20- 17. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Tapia)
Alderman Tapia had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the today, June 15, 2020 is the last day to take applications. They have received 70 applications.
ADJOURNMENT:
A motion was made by Alderman O’Brien, seconded by Alderman Rico, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried. 6:47 p.m.
