East Moline City Council met Oct. 5.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of September 8, 2020.

b. Approval of the City Council Minutes of September 21, 2020.

c. Approval of the Committee-of-the-Whole Minutes of September 21, 2020.

d. Approval of Salaries of October 2, 2020 in the amount of $391,658.86.

e. Approval of Bills in the amount of $409,070.05.

A motion was made by Alderman Mulcahey, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico and Toppert. OPPOSED: Mulcahey and Almblade Motion carried 5-2

REPORT BY MAYOR

PROCLAMATION:

National Friends of the Libraries Week – Marcia Lintz

Mayor Freeman read and presented to Ms. Lintz and Judy Belan, a proclamation proclaiming, “National Friends of the Libraries Week.” Ms. Lintz thanked the Mayor and City Council for the for the proclamation, and their continued support of the local library.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

RESOLUTION 20-33: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CONTRACT LAUTERBACH & AMEN, LLP TO HANDLE AUDITING SERVICES FOR FISCAL YEAR 2020-2024 FOR THE CITY OF EAST MOLINE.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 20-33. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

RESOLUTION 20-34: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AMENDMENT NUMBER ONE TO THE CONTRACT WITH J&M CIVIL DESIGN FOR THE 14TH AVENUE IMPROVEMENTS.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 20-34. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

RESOLUTION 20-35: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE PROFESSIONAL SERVICES CONTRACT WITH HUTCHISON ENGINEERING, INC. FOR THE 28TH AVENUE IMPROVEMENTS.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 20-35. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)

Alderman Mulcahey asked what the status of the chicken complaint? Mr. Maxeiner stated that the complaint has been resolved.

With no other items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that this Friday, October 9, 2020 there will be a swearing in of two new Officer’s John Ward and Jeremiah Krause at 8:30 a.m. in the City Council Chambers.

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that the determination has been made to keep the normal Halloween hours 5:00 p.m. - 8:00 p.m. He cautioned parents that the CDC has determined this as a high-risk activity. The CDC encourages parents to look for safer alternatives, with social distancing involved. Residents that do not want to participate in Trick or Treat should turn off your porch lights.

Alderman Mulcahey had a resident ask if Trick or Treat could start earlier since it will be held on a Saturday? Chief Ramsey stated that the other Cites are doing 5:00 p.m. – 8:00 p.m.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that the concrete patching program has started.

Mayor Freeman stated that Chief DeFrance was not available. Mr. Maxeiner stated that there was a fire earlier today.

Alderman Mulcahey stated that Officer Reed sent an email regarding the break ins occurring south of 20th Avenue. Alderman Mulcahey would like to know if we could do more Facebook or reminders to the homeowners about locking their cars and garages. Maybe if people knew how important keeping their cars and garages locked, they would be a little bit more careful. Chief Ramsey stated that he would definitely put a reminder on the East Moline Police Departments Facebook page.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried. 6:50 p.m.
