City of East Moline City Council Met Nov. 2.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed Acting City Clerk Wanda Roberts, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

Acting City Clerk Roberts had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

Acting City Clerk Wanda Roberts read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 19, 2020.

b. Approval of the Committee-of-the-Whole Minutes of October 19, 2020. 

c. Approval of Salaries of October 30, 2020 in the amount of $406,126.35. 

d. Approval of Bills in the amount of $378,470.31.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

REPORT BY MAYOR

Mayor Freeman had no items for discussion.

MR. MAXEINER, CITY ADMINISTRATOR PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

ORDINANCE - 1ST Reading

ORDINANCE 20-36: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 9“TRAFFIC”, CHAPTER 3 “PARKING RULES”, SECTION 9-3-1 “NO PARKING PLACES” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

ORDINANCE 20-37: SECOND AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR A UNION TRAINING FACILITY IN THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

RESOLUTION:

RESOLUTION 20-37: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE REQUEST FOR PROPOSALS FOR THE WATER AND SEWER RATE STUDY.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 20-37. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman O’Brien)

Alderman O’Brien had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that Covid-19 is heating up in the area. There are several positions in the City employees have tested positive, they are currently working from home.

Governor Pritzker announced the enhanced mitigation measures for Region 2, which includes the City. Beginning Wednesday, November 4, 2020, bars and restaurants will be prohibited from indoor dining and consumption. Social gatherings will be restricted to 25 people or less. We are hoping this is a short-lived duration on this enhanced mitigation, but we will do what we can. Questions arose regarding enforcement and compliance. Businesses have been asked to cooperate as much as possible. The Cities goal is education and voluntary compliance.

The Tax Levy and Budget will be available next week for review.

Chief DeFrance, EMFD – Chief DeFrance informed City Council that East Moline Fire Department assisted the City of Rock Island a fire last week.

RECESS SESSION:

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to recess the City Council Meeting and to go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 6:44 p.m.

RECONVENE SESSION:

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to return to the City Council Meeting. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 6:56 p.m.

CLOSED SESSION:

A motion was made by Alderman O’Brien, seconded by Alderman Mulcahey, to go into Closed Session for:

CLOSED SESSION – 5 ILCS 120 2 (c) 2 Collective negotiation matter between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees.

Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 6:57 p.m.

OPEN SESSION:

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to return to open session. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 7:13 p.m.

Mayor Freeman reported that no action was taken in Closed Session.

ADJOURNMENT:

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to adjourn the City Council meeting. Upon roll call the following voted in favor: Kotoku, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 7:17 p.m.
