City of Aledo City Council Met Dec. 21.

Here is the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session via video conferencing communication. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present: 

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. 

Also present was CHRISTOPHER SULLIVAN, City Administrator / Chief of Police; JUSTIN BLASER, Director of Public Works & Utilities, SANDY BULL, City Treasurer, and JAROD DALE, City Clerk. 

The media was represented by Cala Smoldt, Aledo Times Record & Rock Island Argus and John Hoscheidt, WRMJ. 

COMMITTEE OF THE WHOLE 

Public Comment: No Report. 

Communication & Correspondence: No Report. 

Requests & Petitions: No Report.  

Public Works Activity Report: 

∙ Streets: Clean PW Garage; installed posts at Detention Pond easement corners; work orders; vacuum of streets; prep city vehicles with plows.  

∙ Gas: JULIE’s; continue moving to PW garage; repaired odorizer; OQ testing; switchover to new 6-1 vehicle; installation of decals; bedliner inside the toolboxes; and snowplow accessories.  

∙ Water: OQ testing; water turn-on’s; sewer inspections; jet sewers; work on emergency plan and risk assessment; exam preparation.  

∙ Cemetery: Two (2) funerals occurred. Re-mulch playground area.  ∙ DPW: Three (3) properties brought to Code Hearing on 12/8 with all properties given one (1) month to clean-up any issues and required to return to Code Hearing on 1/12/21. Sidewalk replacement project is complete; met with Jon Hank at new location for Hank’s Power and Equipment to discuss remodel of the former Steve Relander Auction house; met with Doherty Brothers on the remodel of their property north of Circle K for a business use; kitchen inspection at Cheers on Main; and PW employees were fitted for uniforms.  

Aledo Police Department Activity Report: ADMINISTRATOR/CHIEF Sullivan reported Officer Andrew Christie graduated from the Basic Police Training Academy on Friday, December 11, 2020. He reported for his first day as a certified officer on Monday, the 14th. Christie will be working with his Field Training Officer (FTO), Sgt. Adam Baker, as he works through his field training period. The field training period is designed to last a minimum of two (2) months. We tentatively plan to release Christie to actual patrol duty in approximately mid-February.  

The Aledo Police Department and the Mercer County Sheriff’s Department provided training on the new records management system, which had to be changed in order to meet federal mandates for tracking and reporting crime statistics. The old Uniform Crime Reports system is being replaced by the National Incident Based Reporting System, and the changes must be implemented by January 1, 2021. Officers will begin using the PSIMS Anywhere internet-based system in 2021.  

We have a part-time officer who has been on the roster since approximately March. The Department has been able to tentatively secure a slot in the Full-time Police Officer Basic Training Academy class that starts on January 4, 2021. I have provided this information to the Mayor, the Chairman of the Ordinance and Police Committee, and the Chairman of the Personnel Committee. Alderman Chausse contacted the other members of his Committee and all agreed to move forward with the process in the hopes of being able to get the part-time officer prepared for the academy. Alderman Bertrand said she felt it was a good idea to move forward and stated she would be contacting the members of her committee. If we are able to get all of the paperwork and waivers completed in time to get our officer registered, this will come to the Council at the January 4, 2021 meeting as an action item. 

Administration Report: No Report. 

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.  

Mayor’s Report: MAYOR Hagloch was provided a tour by WJ Albertson regarding all three (3) downtown building revitalization projects. The Mayor met with a potential developer regarding a housing development in Sponsler’s Addition. MAYOR requested a Public Property, Streets & Sidewalks Committee be set in January, 2021 to discuss housing development incentives.  

Committee Report: No Report. 

REGULAR COUNCIL SESSION

APPROVAL OF MINUTES: 

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN DIXON to approve the meeting minutes of December 08, 2020 as presented. A Roll call vote was recorded as follows: 

YES: Bertrand, Bewley, Chausse, Cooper, Dixon, Holmes, Kopp and Sarabasa. NO: None. Motion carried. 8 yeas, 0 nays. 

PUBLIC COMMENT: No Report. 

FINANCE: INVOICE LIST: 

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN COOPER that the Invoice Listing, which has been marked Exhibit “C”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows: 

YES: Bewley, Chausse, Cooper, Dixon, Holmes, Kopp, Sarabasa, and Bertrand. NO: None. Motion carried. 8 yeas, 0 nays. 

ORDINANCE NO. 17, SERIES OF 2020; AMENDING TITLE 13 OF THE CITY CODE OF ALEDO, ILLINOIS: (SECOND READING) 

(Clerks Note: The above listed rates were updated to reflect the correct rates effective 1/01/21 due to there being an error regarding the previous listing of rates from the 12/8 City Council minutes.) 

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN KOPP to adopt Ordinance No. 17, Series of 2020; Amending Title 13 of the City Code of Aledo, Illinois (Cemetery Fees) effective January 1, 2021. A Roll call vote was recorded as follows: 

YES: Chausse, Cooper, Dixon, Holmes, Kopp, Sarabasa, Bertrand, and Bewley. NO: None. Motion carried. 8 yeas, 0 nays. 

City Council made note to review again in November, 2021 and discuss if rates should be increased by the Consumer Price Index or left unchanged in F/Y 2022. 

MOTION APPROVING AN AGREEMENT BETWEEN THE CITY OF ALEDO AND MERCER COUNTY ANIMAL CONTROL FOR THE USE OF THE COUNTY ANIMAL CONTROL FACILITY: 

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN SARABASA to approve an Agreement between the City of Aledo and Mercer County Animal Control for the use of the County Animal Control Facility; with the charge of ($.33) per person multiplied by 3640 x .33 = $1,201.20 per month or $14,414.40 annual, effective January 1, 2021 until December 31, 2021. A Roll call vote was recorded as follows: 

YES: Cooper, Dixon Holmes, Kopp, Sarabasa, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 8 yeas, 0 nays. 

ADMINISTRATION: APPROVAL OF THE PUBLICATION REGARDING THE SCHEDULE OF REGULAR COMMITTEE OF THE WHOLE & CITY COUNCIL MEETINGS IN F/Y 2021: 

Regularly scheduled Council Meetings will be held on the first and third Mondays of each respective month during its current fiscal year at the City Hall Building, 120 North College Avenue, Aledo, Illinois, with the Committee-of-the-Whole Meeting commencing at 6:15 o’clock p.m. and the Regular Session commencing at 6:30 o’clock p.m. 

In the event any such designated Monday within a particular month falls on a City observed holiday, then such Council meeting will be held on the next day (Tuesday) at the same place and time as indicated above. 

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to the publication regarding the Schedule of Regular Committee of the Whole and City Council meetings in F/Y 2021 as presented. A Roll call vote was recorded as follows:

YES: Dixon, Holmes, Kopp, Sarabasa, Bertrand, Bewley, Chausse, and Cooper. NO: None. Motion carried. 8 yeas, 0 nays. 

STANDING COMMITTEE REPORTS: A Public Property, Streets & Sidewalks Committee meeting to be held on Monday, January 11th, 2021 at 6:00 o’clock p.m. via video conferencing communication.  

OLD BUSINESS: ALD. Bertrand reported Kathryn Martin started her first day of training today as the new Front Desk Clerk / Receptionist at City Hall. CITY CLERK Dale reported she did very well on her first (1st) day and she was able to handle the high volume of traffic and calls we received today and was not too overwhelmed. CLERK noted Martin will be a good fit to the Administrative Department.  

NEW BUSINESS: 

Discussion regarding a Home Operation Kitchen Law – Cupcake Ordinance: ADMINISTRATOR / CHIEF Sullivan reported the Mercer County Health Department has suggested the City adopt a “Cupcake Ordinance” for Aledo. This would allow Aledo residents to cook non-hazardous foods in their own homes and be able to sell those items, making no more than $1,000 per month. The individual would also be required to track their sales as well. City Council directed it be discussed at a Committee meeting. Council scheduled an Ordinance & Police Committee meeting for Monday, January 11th at 6:15 o’clock p.m. via video communications. 

MAYOR Hagloch reported E-Cycle & Paint Drop-off Services are currently closed due to COVID-19 Pandemic. MAYOR noted Ald. Jim Holmes has assisted the City the past 7 or 8 years in manning those services twice per month to assist in the drop-off and record all items being delivered. It was also noted, due to personal reasons Ald. Holmes would not be able to assist in services at this time. ALD. Chausse reported he would research the ability to have Mercer County High School students man the drop-off site each month. 

CHIEF Sullivan reported a new officer to be hired at the January 4th, 2021 City Council meeting. 

ADJOURNMENT: There being no further business, motion was made by ALDERMAN DIXON and seconded by ALDERMAN KOPP that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:59 P.M.
