City of East Moline City Council Met Feb. 15.

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Jayne O’Brien, Frederic Kotoku, Maria Tapia, and Jose Rico. Absent: Nancy Mulcahey

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

Jayne O’Brien arrived at 6:33 p.m.

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following: 

a. Approval of the City Council Minutes of February 1, 2021.

b. Approval of the Committee-of-the-Whole Minutes of February 1, 2021.

c. Approval of Salaries of February 5, 2021 in the amount of $410,509.52.

d. Approval of Bills in the amount of $443,988.38.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried.

REPORT BY MAYOR

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

ORDINANCES – 2nd Reading

ORDINANCE 21-01: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE AGREEMENTS WITH REPUBLIC SERVICES FOR REFUSE AND RECYCLING, LANDFILL HOST AND SEWER CONSTRUCTION REIMBURSEMENT.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Ordinance 21-01. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico and Almblade. Abstain: Toppert. Motion carried.

RESOLUTIONS:

RESOLUTIONS 21-06: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, DECLARING PIN NO. 08-36-138-003 SURPLUS PROPERTY.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-06. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried.

RESOLUTIONS 21-07: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE HIRE OF A PART TIME LAB ASSISTANT/COORDINATOR.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-07. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried.

RESOLUTIONS 21-08: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, DECLARING THE PROPERTY LOCATED AT 210 19TH STREET SURPLUS PROPERTY.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-08. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Almblade)

Alderman Almblade had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

No City Staff Communications.

RECESS SESSION:

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to recess the City Council meeting to go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried. 6:45 p.m.

RECONVENE SESSION:

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to return to the City Council Meeting. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried. 7:25 p.m.

CLOSED SESSION:

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to go into Closed Session for: 5 ILCS 120 2 to discuss the following: FOP Collective Bargaining.

Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried. 7:26 p.m.

OPEN SESSION:

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to return to open session. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried. 7:35 p.m.

Mayor Freeman reported that no action was taken in Closed Session.

ADJOURNMENT:

A motion was made by Alderman O’Brien, seconded by Alderman Rico, to adjourn the City Council meeting. Upon roll call the following voted in favor: O’Brien, Kotoku, Tapia, Rico, Toppert and Almblade. Motion carried. 7:36 p.m.
