PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Jayne O’Brien, Frederic Kotoku, Maria Tapia, and Jose Rico. Absent: Nancy Mulcahey

Alderman Nancy Mulcahey arrived at 6:33 p.m.

PUBLIC COMMENT:

Greg Johnson – 217 32nd Avenue, East Moline – Mr. Johnson addressed the City Council regarding Criminal activity in their neighborhood.

John and Mary Hayden – 213 32nd Avenue, East Moline – Mr. and Mrs. Hayden addressed the City Council regarding Criminal activity in their neighborhood.

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following: a. Approval of the City Council Minutes of March 15, 2021.

b. Approval of the Committee-of-the-Whole Minutes of March 15, 2021.

c. Approval of Salaries of April 2, 2021 in the amount of $399,579.01.

d. Approval of Bills in the amount of $771,403.74.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Abstention: Toppert. Motion carried. 6 – Abstention 1

Mayor Freeman reminded the City Council and all those in attendance to get out and vote tomorrow, April 6, 2021.

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

ORDINANCES – 1st Reading

ORDINANCE 21-02: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE 2021 FISCAL YEAR BUDGET ADJUSTMENTS.

ORDINANCE 21-03: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 9 “TRAFFIC”, CHAPTER 1 “DEFINITIONS AND GENERAL PROVISIONS”, SECTION 9-1-1 “DEFINITIONS” AND TITLE 9 “TRAFFIC”, CHAPTER 2 “RULES FOR DRIVING”, SECTION 9-2-46 “ENGINE BRAKING PROHIBITED” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

ORDINANCE 21-04: AN ORDINANCE OF THE CITY OF EAST MOLINE APPROVING THE AMENDMENT TO AN INTERGOVERNMENTAL AGREEMENT PROVIDING FOR THE ROCK RIVER VALLEY REGIONAL SEWAGE SYSTEM. – Consideration Requested

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to waive the reading of Ordinance 21-04. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-18: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE PROPOSAL FROM MIDAMERICAN ENERGY FOR THE INSTALLATION OF STREET LIGHTS ON 12TH AVENUE BETWEEN 1ST AND 7TH STREET.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-18. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-19: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A TIME AND MATERIALS CONTRACT TO REMOVE TREES ALONG THE GRAND ILLINOIS TRAIL PROJECT ALIGNMENT FOR AN ESTIMATED COST OF $15,000.00.

A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-19. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-20: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM MILLER TRUCKING & EXCAVATING, IN THE AMOUNT OF $3,627,048.48 FOR A CONTRACT AWARD OF SEGMENT 1 OF THE GRAND ILLINOIS TRIAL CONNECTOR PROJECT FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-20. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-21: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM WALTER D. LAUD, IN THE AMOUNT OF $449,745.50 FOR A CONTRACT AWARD OF THE 14TH AVENUE IMPROVEMENTS FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 21-21. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-22: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING ELITE STRIPING, INC. FOR THE 2021 PAVEMENT MARKING PROGRAM FOR THE CITY OF EAST MOLINE, ILLINOIS.

RESOLUTION 21-22 - Failed due to lack of motion.

After much discussion, A motion was made by Alderman Toppert, seconded by Alderman Mulcahey, to approve the second lowest biller Ostrom Painting & Sandblasting, Inc. Resolution 21-28. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-23: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM MILLER TRUCKING & EXCAVATING, IN THE AMOUNT OF $184,950.00 FOR A CONTRACT AWARD OF THE RUNNER’S PARK SUNSHADE AND LIGHTING PROJECT FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman O’Brien, seconded by Alderman Mulcahey, to approve Resolution 21-23. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE LEASE EXTENSION WITH PROJECT NOW FOR THE FLORENCE ALDRIDGE COMMUNITY CENTER.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 21-24. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.

RESOLUTION 21-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, DECLARING THE PROPERTY LOCATED AT 210 19TH STREET SURPLUS PROPERTY.

Resolution 21-25 requires a 2/3rd majority vote.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 21-25. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku, Tapia and Mayor Freeman. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman O’Brien)

Alderman O’Brien had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that there has been some issue with the Fire Department Fleet. One Fire Truck is completely out of service. The other Fire Truck has a broken spring. Expect the second Fire Truck repaired in the next day or two. The Fire Department has reached out to Moline and Rock Island Fire Departments as reserve status.

On Easter morning at 1:15 a.m. in the 700 block of 38th Avenue a basement fire. Would like to Thank the 3rd Shift Police Officers and 911-QComm operator for the excellent assistance.

Mr. Maxeiner, City Administrator – Mr. Maxeiner thanked everyone that is running for office. This is often a thankless position but very necessary.

Ms. Whiting, Finance Director – Ms. Whiting informed the City Council regarding IMRF contribution for year 2022. Currently 8.65 which is going to go down to 5.13 in 2022. Looking at approximately $150,000.00 savings.

Ms. Whiting informed the City Council that the City of East Moline Finance Department has received the award on the Consolidated Financial Report for over 20 plus years.

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the two new squad cars are finished and on the street with the new graphics design. One of the old squad cars sold at the public surplus for $5,600.00. The other squad car will be going into the next surplus auction.

Chief Ramsey informed the City Council that this month is distractive driving month. There will be additional Officers on patrol enforcing distractive driving.

Alderman Toppert requested that the Police Chief provide an activity report to the Aldermen regarding Criminal activity, reports and calls. Alderman Toppert feels that this information will help service people better.

Mr. Kammler, Director of Engineering – Mr. Kammler informed City Council that the Engineering Department is working with Representative Cheri Bustos’ office on a potential Grant submittal. We are working with the IEMA, potential flood hazard regarding purchasing some flood prone properties. Mr. Kammler thanked Jim Rosenthal for his help while Todd Stickler was gone.

Brianna Huber, Interim Director of Water Filtration – Ms. Huber informed the City Council that this is World Water Week she thanked all the employees that provide quality drinking water to the citizens of East Moline. Ms. Huber is waiting to hear back from the Mississippi Valley Pump Company, regarding pump #4 which was pulled for rehabilitation and repair.
