City of East Moline City Council Met July 6.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Rhea Oakes, Jayne O’Brien, Maria Tapia, and Jose Rico.
PUBLIC COMMENT:
Joyce Soliz - 2212 7 ½ Street, East Moline
Bill Sidlinger - 2202 7 ½ Street Court, East Moline
Luisa Tapia - 3799 Kennedy Dr, East Moline
Roxanne Bogs – 238 38th Avenue, East Moline
The above residents expressed their concerns over Fireworks going off at all hours of the day and night and continued throughout the 4th of July Holiday. We would like to know if there is anything that the City can do so this does not happen again.
Marcia Lintz - 2323 4th St A, East Moline – Ms. Lintz updated the City Council on the upcoming Events that will be taking place at the new Library.

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

d. Approval of Salaries of June 25, 2021 in the amount of $393,509.73.

RESOLUTIONS
RESOLUTION 21-33: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CITY OF EAST MOLINE PLAN COMMISSION RESOLUTION PC-2021-02.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 21-33 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-45: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE HONORARY STREET NAMING APPLICATION FOR LOUIS E. WOODWORTH.
A motion was made by Alderman O’Brien, seconded by Alderman Oakes, to approve Resolution 21-45 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-46: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2021 SEALCOAT PROGRAM.
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 21-46 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-47: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE 2021 PCC PATCHING PROJECT.
A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 21-47 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-48: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE OF A REPLACEMENT TRACTOR AND MOWER FROM PRAIRIE STATE TRACTOR IN THE AMOUNT OF $133,905.80.
A motion was made by Alderman O’Brien, seconded by Alderman Mulcahey, to approve Resolution 21-48 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-49: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING CDM SMITH TO DO THE CORROSION CONTROL STUDY AT THE WATER TREATMENT PLANT.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 21-49 with the correction showing Water Treatment Plant. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-50: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING J.L. BRADY CO. TO REPLACE THE AC UNIT AT THE WATER TREATMENT PLANT PUMPROOM.
A motion was made by Alderman Almblade, seconded by Alderman Oakes, to approve Resolution 21-50 as presented. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 21-51: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING PEERLESS WELL AND PUMP FOR THE HIGH SERVICE PUMP REPAIR.
A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 21-51 as amended. Upon roll call the following voted in favor: Tapia, Rico, Toppert, Almblade, Mulcahey, O’Brien and Oakes. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)
Alderman Mulcahey had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the East Moline Police Department attended the July 2, 2021. They had the honor of presenting the colors at the at the Quad Cities River Bandits Game for Law Enforcement. They were joined by the Moline Police Department for the pre-game ceremonies during the River Bandits Law Enforcement Appreciation Night. The Firecracker Run and the Parade had no major issues.
Tim Kammler, Engineering Director – Mr. Kammler informed the City Council that new pavement markings are now at the Bend.
Brianna Huber, Interim Director of Water Filtration – Ms. Huber received the EPA inspection back with no deficiencies.
