City of East Moline City Council met Oct. 4.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Jose Rico.

CITY CLERK’S REPORT
City Clerk Wanda Roberts-Bontz thanked the City Council for allowing me to attend the Illinois Municipal League (IML) Conference on September 23 – 25, 2021. I attended several sessions including the Impact of Covid, Social Media Policy Training, Open Meetings Act Updated and the City Clerk’s Round Table.
ADDITIONS/CORRECTIONS TO AGENDA:

CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of September 20, 2021.
b. Approval of the Committee-of-the-Whole Minutes of September 20, 2021.
c. Approval of Salaries of October 1, 2021 in the amount of $432,235.26.
d. Approval of Bills in the amount of $652,390.19.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Almblade and Mulcahey. Abstained: Toppert. Motion carried.
A motion was made by Alderman Oakes, seconded by Alderman O’Brien, to approve releasing check held at the September 20, 2021 City Council Meeting regarding Walter Laud Construction.
REPORT BY MAYOR
Pastor Ford presented a 15-minute presentation to City Council regarding Project Now programs they provide to the Quad City area. Some of the programs include Utility Assistance – “LIHEAP”, free pre-school for low-income families, Senior Services meal sites and several other services.
Mayor Freeman read a Proclamation for National Friends of Libraries Week of October 17 – 23, 2021, James Hoffman, Jim and Judy Brumbaugh was in attendance to accept the Proclamation.
ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING RESOLUTIONS:
RESOLUTION 21-74: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE FLEET AND ASSET MANAGEMENT PROGRAM.
A motion was made by Alderman Mulcahey, seconded by Alderman Toppert, to approve Resolution 21-74 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Toppert, Almblade and Mulcahey. Motion carried.
RESOLUTION 21-75: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE ROCK ISLAND COUNTY, ILLINOIS, TO INDUCE THE REDEVELOPMENT OF CERTAIN PROPERTY WITHIN A REDEVELOPEMENT PROJECT AREA.
A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 21-75 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Toppert, Almblade and Mulcahey. Motion carried.
COMMITTEE-OF-THE-WHOLE
None
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that this Resolution regarding Quarter Subdivision 1 & 2 was left off tonight’s agenda and will be brought back at the next City Council Meeting on October 18, 2021.
Chief Ramsey, EMPD – Chief Ramsey stated that the East Moline Police Department is now accepting applications for new Police Officers. Applications can be filled out on City of East Moline and East Moline Police Department Web Sites.
Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that projects are going well. The Seal Coat projects all over the city has been very well received.
Mr. Stickler, Director of Maintenance Services - Mr. Stickler informed the City Council that the tractor which was due at the end of September is now waiting on parts, they now expect delivery at the end of October.
Alderman Toppert reminded the City Council that the City does have Curb Side recycling. Residents of East Moline can call Republic and request Curb Side recycling at a cost of $3.75 per month.
Chief DeFrance, EMFP – Chief DeFrance informed the City Council that the Firefighter that the City Council allowed to be hired has began his third week at the Fire Academy and is doing well. Chief DeFrance thanked the City Council for allowing the hire so quickly.

A motion was made by Alderman O’Brien, seconded by Alderman Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: Oakes, Tapia, Rico, Toppert, Almblade, Mulcahey and O’Brien. Motion carried. 6:56 p.m.
