Rock Island County Public Works & Facilities Committee met Nov. 8.

Here are the minutes provided by the committee:

The Public Works and Facilities Committee of the Rock Island County Board met at the above date and time in the Board Chambers on the third floor of the County Building,1504 Third Avenue, Rock Island, Illinois.

Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer.

Call to order and roll call

Chairman L. Burns called the meeting to order at 8:31 am

Members Present: Chairman L. Burns, D. Adams, M. Burns, R. Morthland, E. Sowards, B. Westpfahl, Chairman R. Brunk

Members Absent: D. Clevenger, E. Langdon

Others Present: J. Snider, G. Thorpe, J. Boudi, J. Massa, A. Palmer, C. Przybyla, K. Davis, P. Luecke

Public Comment

Chairman L. Burns made three calls for public comment. There were no requests for public comment.

Approval of the minutes from the October 12th, 2021 Public Works & Facilities Meeting

Motion to approve by B. Westpfahl. Seconded by M. Burns and D. Adams

Reports to the Committee

G. Thorpe reported for the month of October 74 total receipts for a net revenue of $17,389.08, estimated total value of $1,370,073. Comparison to last year we had 101 permits, $37,872.00 with an estimated valuation of $3,579,701. Year to date we are right online with activity, 3 more residences. We are at 178% of our budget.

J. Boudi reports they are continuing to work with ETSB in supporting 2 major projects, the NG911 state wide mandate, and changing CAD systems. Just under $23,000.00 was received in fees for October. Motion to approve report by D. Adams, seconded by B. Westpfahl

J. Massa reported they are finishing the joint sealing as well as finishing the mowing and getting the snow plows ready for winter. Salt bids were a little higher this year. R. Morthland asked if the county handles the salt for the townships. J. Massa responded that they receive their own bids. Motion to approve by B. Westpfahl seconded by M. Burns

J. Snider reported that the RFP Recordation of the county court house has been sent out and responses are due back by December 3rd . That will be reviewed and ready for committee report next month. The budget committee has completed their work. There are a few items that they have addressed as far as increases for people in three departments. We are set for the consideration of the property tax levy. Motion to approve by B. Westpfahl, seconded by M. Burns

April Palmer shared that her standard reports are in the Finance and Personnel packet for Tuesday’s meeting. Also, she updated the graph for Hope Creek as well as she added a couple new graphs.

A. SU-21-216; Bric Larssen; Fed Firearm License; ZU G. Thorpe reported this was for a special use permit with objectors.

B. RZ-21-118; Alec Fowler; AG-2 to SE-2; DR

C. RZ-21-122; Alec Fowler; AG-2 to SE-1; DR

D. RZ-21-120; Debra Tomlin; AG-1 to R-1; ED

E. RZ-21-121; Stephen Matheis; B-1 to R-1; HA

Consider Highway Items

A. Review and Award of bids received on Friday, November 05, 2021.

1. County Highway 9 Bridge Replacement.

J. Massa reported low bid came from Helm Civil at $981,517.35

2. 2021 - 1.5 Ton Truck with Dump Box.

J. Massa reported this is in the budget. Kunes Ford bid is $62,250.00

B. MFT Resolution for the Bi-State Regional Commission.

J. Massa reports $35,000.00 annual Motor Fuel Tax fund

Motion to approve by B. Westpfahl. Seconded by D. Adams.

C. MFT Maintenance Resolution for 2022

J. Massa reports the annual motor fuel tax funds for general maintenance is $2,650,000.00 Motion to approve by D. Adams, seconded by E. Sowards

D. Agreement for Bridge Inspections & Bituminous Plant Inspections

J. Massa reports the engineering Service agreement for Mr. Ron Standley is $70.00 per hour. Mr. Standley has been providing these services to the county for the last 18 years.

Motion to approve by D. Adams. Seconded by B. Westpfahl.

E. Discuss and Approve Guardrail Repair Quotes.

J. Massa reports he received two bids for repairing guardrails. Low bid is from Access Control Company at $11,244.80.

Motion to approve by R. Morthland. Seconded by B. Westpfahl.

The County Board may enter into Closed Session for the following:

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting

Committee member opportunity for brief comment (no decisions will be made)

B. Westpfahl asked J. Massa if the insurance companies of the people who damage these guardrails ever pay for the repairs. J. Massa stated that when we are aware of the accident an accident has been reported. But often no one is made aware of the accident involving the guardrails.

E.Sowards asked if any of the money from ARPA funds can be used for the recycling centers that have been removed. Chairman R. Brunk responded that the county Waste Management is actively looking into solutions for recycling for the county.
