Rock Island County Governance, Health and Administration Committee met Oct. 12.

Here are the minutes provided by the committee:

The Governance, Health and Administration Committee of the Rock Island County Board will meet at the above date and time in the County Board Chambers on the third floor of the County Office Building, 1504 Third Avenue, Rock Island, Illinois.

Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer.

Agenda as follows:

Call to order and roll call

Chairman J. Deppe called the meeting to order at 10:02 am.

Present: Chairman J. Deppe, D. Beck, J. Woods, M. Moreno, D. Mielke, P. McNeil, L. Loftin, Chairman R. Brunk

Absent: K. Bogdonas

Public Hearing for FY22 Rebuild Illinois/IDOT Capital Assistant Program for Rock Island County RIM Vehicle Replacement and Expansion; Project NOW:

Chairman J. Deppe called three times for Public Hearing there were no requests

Motion to close hearing by D. Beck and seconded by P. McNeil

Motion passed

Public Comment:

Bill Long of Rock Island said he would like the board to make some kind of public statement with what is going on with the “hacking” that took place a few months ago, that took taxpayer dollars. He stated the public deserves to be kept pressed, the process and procedures of what’s going to happen with this particular incident. “It’s our money.”

Approval of the minutes from the September 13th Governance, Health & Administration Committee Meeting

Motion approved by D. Beck. Seconded by M. Moreno

Reports to the Committee

April Palmer shared all of her reports are in the Finance and Personnel packet for tomorrow. She will have the full report prepared for the Committee of the Whole. She states she did provide some charts and graphs for the last few years. She stated that questions came up last month regarding Hope Creek and paying down the debt. She hopes the reports will help provide the answers.

Nita Ludwig from the Health Department states they are continuing to monitor Covid cases. They continue to do vaccinations.

Karen Kinney reported on vital records. She shared information on the upcoming election. They will begin circulating petitions on January 13, 2022, the filing period is March 7th through the 14th. May 19th will begin early voting. June 28th 2022 will be primary election day. November 8th 2022 will be the general election. She reported that the state shared these dates could change due to all the lawsuits with the re-districting.

Tammy Muerhoff reported that she’s working with the health department to be able to continue student covid testing, for students who have been in contact, this is helping to keep students in school. She shared that they were awarded by the Illinois Board of Education state grant application for early learning center was granted to United Township High School.

Jim Snider, reported that we are making progress with our attorneys regarding eligibilities for the ARPA funds budget. Budget Committee meets this Thursday at 4:00 pm. The forensic auditor will be on site the last week of October. They will be conducting interviews in the auditor and treasurer’s office.

Reapportionment update

Chairman R. Brunk shared that he has spoken with the consultants and we will have a draft map to review yet this month. Anticipates there will be a special GHA meeting to review with consultants to send to the next month’s GHA so that it’s on display for a couple weeks.

Review of pending/proposed state legislation & policy matters affecting Rock Island County

Committee member opportunity for brief comment (no decisions will be made) D. Beck has concerns about all the recycling sites being pulled from Rock Island County Waste Management decision
