City of Moline Traffic Engineering Committee met July 5.
Here is the agenda provided by the committee:

3. Approval of minutes of the Traffic Engineering Committee meeting of June 14, 2022.
Any person with disabilities who wishes to attend the meeting who requires a special accommodation, or any other person requiring a special accommodation in attending the meeting, should notify the City Engineer’s Office, 524-2350, at least 24 hours prior to the scheduled meeting time.
4. Request for flashing stop signs at 12th St and 16th Avenue.
Explanation: Resident requests that the stop signs on 12th Street and 16th Avenue be changed to flashing stop signs. Resident states there is a lot of vehicles running through the signs and near collisions. Intersection is between two schools, Lincoln Irving and Seton. Resident is concerned about the safety of school children that walk through this intersection. Resident states he has seen multiple accidents throughout the years.
Eric Wells stated he performed crossing guard duties in years past and that this intersection, historically, has not had much pedestrian traffic. It was determined that all stop signs are visible to traffic.
Staff Recommendation: Motion made to table agenda item and perform more research. Matt Russell to obtain traffic accident reports at this intersection. It was also recommended that Matt Russell obtain crash reports for the intersection at 12th Avenue and 34th Street since placement of flashing stop sign on November 22, 2021. David Dryer states he will perform an on-site inspection of this intersection. Possibility of adding an additional stop sign in median for north bound traffic was discussed. This would be performed by Public Works Department
Synopsis of Crash Reports at the intersection of 16th Ave. & 12th St:
Since Dec. 2017, there have been 14 reported crashes at the intersection. Of these, 5 can be attributed to drivers running the stop sign.
Synopsis of Crash Reports at the intersection of 34th St. & 12th Ave:
Between Jan. 2019-Nov. 2021, there were 19 reported crashes at the intersection. Since Nov. 2021 (after flashing stop sign installation), there has been 1 reported crash at the intersection.
5. RECONSIDERATION: Request to remove the traffic signal at the intersection of 7th Street and 18th Avenue and replace it with a 4-way stop.
Explanation: At the March Traffic Engineering Committee meeting, the Committee recommended that the existing traffic signal at 7th Street and 18th Avenue be switched to operate in an all-red flash mode for a period of 30 days. City Administrator Bob Vitas asked the Committee to re-visit the topic of having an engineering study performed on this intersection before any changes are enacted. Motion was made at the April Traffic Engineering Committee to engage a consultant for an engineering study to decide if a signal is warranted, and if not, what is justified, a 4-way or 2-way stop.
6. Request for ordinance change of “no parking” signs located on 31st Street A, south of 24th Ave.
Explanation: This street was recently widened due to work done by Public Works. Upon completion, “no parking” signs were installed on the east side of 31th Street A. This placement is against ordinance.
Hollan attempted to contact the nine residential homes on this street for opinion on which side of road the “no parking” signs would be most beneficial. 2 residents recommended to leave as is as they did not have a preference. 1 resident requested to move sign to west side of street. 1 resident recommended removing sign, allowing parking on both sides. 1 resident requested both sides be no parking.
