APPROVAL OF MINUTES
Park and Recreation Board meeting minutes of August 25, 2022.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental August/September bill payment and departmental August/September revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for the QC Crime Stoppers to utilize the Ralph Birks Recreational Trail for their annual Crime Stoppers 5K. The event is to be held Saturday, November 5, 2022, from 9:00 a.m. until 11:00 a.m. Supporting information and special consideration requests are detailed on the Special Use Application.
OMNIBUS VOTE
NON-CONSENT AGENDA ITEMS
1. 4 Tourism Attractions and Festivals Grant. (Eric Griffith, Parks Recreation Director)
Explanation: This application has been submitted to the Department of Commerce and Economic Opportunity (DCEO) for a 4 Tourism Attractions and Festivals grant, in the amount of $100,000, to help fund a City of Moline’s annual festival in June 2023. This grant application was approved by City Council on 9/13/2022 because the grant was due on 9/23/2022.

Staff Recommendation: Staff recommends approval.
Fiscal Impact: If approved by the State, the City of Moline will have to match the awarded amount up to $100,000. The funding for this event is budgeted at $100,000 in the 2023-2025 budget.
2. 2022 Urban and Community Forestry Funding Application/Grant. (Eric Griffith, Parks Recreation Director)
Explanation: The 2022 Urban and Community Forestry Funding application is a grant that the staff is requesting up to $25,000 for a tree management plan. If approved the city would match up to $25,000 towards the match of the tree management plan. The grant is due October 7, 2022.

Staff Recommendation: Staff recommends approval.
Fiscal Impact: The Parks & Recreation Department would match 50% for a total amount requested. Funding would be paid out of Park Maintenance account number: 120-1522-452.04-25 (Contractual Repairs).
3. 2023 Parks & Recreation Goals. (Eric Griffith, Parks Recreation Director) Explanation: The 2023 goals are based on feedback from Park Board and City Staff.

Fiscal Impact: Based on feedback the goals have been budgeted for in the 2023 budget.
4. 2023-2025 Operating and Capital Improvement Budget. (Eric Griffith, Parks Recreation Director)
Explanation: The proposed three-year budget that has been reviewed by the Parks & Recreation Department, City Finance Department, and the City Administrator’s Office. This budget, if approved, will be part of the budget discussion with City Council. Per the request of the Finance Department they will handout the three-year budget at the September 29, 2022 Park Board Meeting.
