City of Aledo City Council met Dec. 19.

Here are the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building on December 19, 2022.

MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, JIM HOLMES, CHRIS KOPP and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.

Also present was JUSTIN BLASER, Director of Public Works & Utilities, NICHOLAS SEEFELD, Lieutenant, and JAROD DALE, City Clerk.

The media was represented by Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

Public Comment: No Report.

Communication & Correspondence: Lindsey Dunn, Aledo Main Street, reported the Holly Days event on December 2nd had 22 electric parade entries, 20 vendors, and 58 participants in the Hot Chocolate Hustle this year. Surveys were emailed out to vendors with a 55% completion rate noting 81% of those would return again next year. And, the majority of those vendors would like to see the event go back to offering pop-up vendor shopping on both Friday & Saturday.

Requests & Petitions: No Report.

Public Works Activity Report:

• Streets: Daily checks, tasks, JULIES, and work orders continue. Storm sewer repair on SW 2nd Ave; clean shop and parking lot; start inventory; sweep streets and downtown.

• Gas: Daily checks, tasks, JULIE’s, inspections and finals continue. One meter set re-build, clean and organize shop, start inventory, Gas Superintendent CEU’s for plumbing completed, the Gas Worker attended the USDI yearly update training on Olney on 12/12 & 12/13, performed the annual customer awareness meeting with the Mercer County High School staff on 12/14.

• Water: Daily checks, tasks, Julie’s and work orders continue. Clean loft at the Telemetry Building, leak reports, assist cemetery with funerals, winterize bandshell bathrooms, mapping, wash trucks, start inventory.

• Cemetery: Five (5) funerals occurred. Clean-up of park area.

• DPW: Klingner & DPW performed the Public Works Building Renovation project punch list. There are only a few items left to complete. The last pay app is included in this meeting, with only retainage left to pay out in January. The generator delivery is still scheduled for spring delivery. We will be cleaning and organizing all PW buildings over the winter months. The four strands of café lights were delivered. We hope to get them up before the end of the year. My goal over the winter months is to complete the Building Code update along with re-organizing building permit applications for improved ease of use and simplification. Ameren has recently issued their updated Service Manual. They held a 6-hour webinar to cover the updates this past week. Super exciting. The two changes they will be requiring are the addition of exterior disconnects on all residential services, and requiring all new services and subdivision mainlines to be installed underground.

Aledo Police Department Activity Report: On December 13th, the Department conducted a semi-annual qualification for their duty pistols and off-duty pistols in Davenport, IA.

Two intoxilizer’s were purchased and placed into new squad vehicles. Radar certification from Midwest Radar was received and now able to utilize the equipment.

The Department has updated the Annual Traffic Stop Data Report sheets and the Body Camera report. All officer mandated training for the year has been completed with all certifications up to date.

Administrative Report: CITY CLERK Dale reported this past January, the City of Aledo announced a yearlong open enrollment period for the Water-Sewer Lateral Repair Program, which covers up to $5,000 in repairs of the underground pipes, known as water and sewer laterals.

For new enrollees in 2022, the City elected to waive the $25 application fee and preliminary inspection requirements for residents who commit to remaining in the program for two full years.

A total of 63 residents signed up during this open enrollment period to date. Of those, 52 elected to pay monthly and 11 to pay yearly. This will generate an additional $9,042.00 yearly with total new funds for the two years in the amount of $17,970.00.

CITY CLERK reported with a donation of $2,000.00 given to the City by Janet Egland, an additional four strands of café lights were ordered in November. There was a backorder on the bulbs until late December or early January but Christmas came a little early and the bulbs were delivered this past week. The PW Department has all of the materials ready to go to put up the four additional strands. Plans will be to place a strand at City Hall, the Senior Center, Cheer’s on Main, and by Ferg’s Public House.

CITY CLERK secured the billboards for 2023 with Lamar this past week with the same locations as years past. An agreement was signed with Greg Burgmeier and will begin running Aledo events on 5/8/23 – 8/27/23. Promotions will be for Rhubarb Festival, Mercer County Fair, and Aledo Antique Day & Car Show.

City Treasurer’s Report: The Treasurer’s Reports has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch reported the City of Aledo Christmas party was held on December 17th and all those able to attend noted as a good event this year. Thank you to those who helped in the planning and decorating of the venue. Also, thank you to the V.F.W. Auxiliary for the dinner served Saturday evening.

Committee Report: No Report.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to approve the following consent agenda items:

• Approval of Minutes of the Regular Meeting of December 06, 2022.

• Approval of Finance Invoice Listing – AP23.

• Approval of the Publication Regarding the Schedule of Regular Committee of the Whole and City Council meetings in Fiscal Year 2023.

• Approval of a Property Maintenance Code Deputy Inspector Job Description. A Roll Call vote was recorded as follows:

YES: Bertrand, Chausse, Cooper, Dixon, Doherty, Holmes, Kopp, and Sarabasa. NO: None. Motion carried. 8 yeas, 0 nays.

PUBLIC COMMENT: No Report.

ACTION ITEMS:

RESOLUTION NO. 55R, SERIES OF 2022; APPROVING THE INSTALLATION OF DOOR ACCESS CONTROLS FOR THE DEPARTMENT OF PUBLIC WORKS & UTILITIES BUILDING IN THE AMOUNT OF $10,694.00:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN KOPP to approve Resolution No. 55R, Series of 2022; Approving the Installation of Door Access Controls for the Department of Public Works & Utilities Building in the amount of $10,694.00 by Professional Communications, Davenport, IA. A Roll Call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Doherty, Holmes, Kopp, Sarabasa, and Bertrand. NO: None. Motion carried. 8 yeas, 0 nays.

RESOLUTION NO. 56R, SERIES OF 2022; APPROVING A PROFESSIONAL ENGINEERING SERVICES AGREEMENT WITH HDR ENGINEERING, INC. IN THE AMOUNT OF $908,725.00:

The City of Aledo has previously approved a community improvement project that is eligible for grant funding under the Rebuild Downtown and Main Streets Program that involves creation of a “Market Plaza” in the parking lot at the southeast corner of College Avenue and S.E. 2nd Street.

Scope of services to include: project management and quality control; data collection; environmental record review; design development & coordination; utility coordination; right-of-way design and real estate services; construction engineering and inspection, and survey and mapping.

Motion was made by ALDERMAN COOPER and seconded by ALDERMAN SARABASA to approve Resolution No. 56R, Series of 2022; Approving a Professional Engineering Services Agreement with HDR Engineering, Inc., in the amount of $908,725.00. A Roll Call vote was recorded as follows:

YES: Cooper, Dixon, Doherty, Holmes, Kopp, Sarabasa, Bertrand, and Chausse. NO: None. Motion carried. 8 yeas, 0 nays.

OLD BUSINESS: CITY COUNCIL inquired if a final report would be submitted to the City by 353 Court, LLC. CITY CLERK Dale reported he would submit the request to 353 Court and report back at a later date.

CITY COUNCIL requested an updated regarding the Aledo Aquatics Center project at the former Farmer’s Grain & Coal site in Aledo. MAYOR Hagloch and CITY CLERK Dale reported an OSLAD Grant was submitted in late September, 2022 with an estimated return regarding award notification in Spring, 2023. Total Phase I of the project was noted in the amount of $1.3 million with the grant sharing a portion of that cost in the amount of $600,000.00.

MAYOR reported a Capital Campaign to be established after the holidays.

CITY COUNCIL inquired on the status of various Downtown TIF projects. CITY CLERK reported a tour be conducted with the CITY COUNCIL in 2023 and contact to made to the property owner(s) to schedule that on-site tour with Council.

CITY COUNCIL inquired on the status of the Northside Lofts project. MAYOR Hagloch reported City Staff is scheduled to meet with Jacob & Klein this week to review the redevelopment agreement and the current status of the project. City Staff to report back to CITY COUNCIL after the beginning of the new fiscal year.

NEW BUSINESS: City Staff reported the “Welcome to Aledo” project for 2023 is still in the design phase with Haven Creative and review by the property owner and staff. No final determination has been received back yet from the property owner on various renderings submitted as options.

CITY CLERK Dale reported City Staff anticipates the project to be finalized during the winter months and placement of a new mural in spring, 2023.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:49 P.M.
