City of Moline Plan Commission met Jan. 11.

Here are the minutes provided by the commission:

Present: Billy Allison, Zach Campbell, Brett Carter, Craig Loken, Cindy Wermuth

Absent: Victoria Graves, Craig Mack, Jeff Nelson, Butch Trevor

Staff: David Silverman (Virtual), Seán Foley, Ryan Hvitløk, Irene Muñoz & Savanna Cruz

Others: Leslie Oberholtzer

1. Call to Order

Vice Chairman Zach Campbell called the meeting to order at 4:01 pm.

Vice Chairman Campbell introduced new Commissioner Brett Carter. Vice Chairman Campbell also introduced Savanna Cruz, the new Community & Economic Development Administrative Assistant, who will be taking minutes for the Plan Commission.

2. Approval of Minutes from December 14th, 2022

Motion made by Commissioner Cindy Wermuth, seconded by Commissioner Craig Loken to approve December 14th minutes. Motion carried unanimously.

6. New Business

A Presentation of the Public Draft of Form-Based Code, a Moline Centre Form for the Future, was presented by Leslie Oberholzter from CodaMetrics. Commissioner Craig Loken asked if there has been any feedback from the community on this Code. Leslie replied so far in Moline, there has been very positive feedback. Leslie also said they had a lot of comments online about greenspace.

People responded to the greenery, trying to pull the green of the Mississippi River into the Downtown area. Commissioner Cindy Wermuth expressed concern that there is an issue with parking Downtown now and how would they would address that. Leslie informed they did not update the parking and that there is no parking required in the Code right now. They want to make sure parking makes it comfortable to walk along the streets though. Commission Craig Loken included that the designs Leslie presented, would make it more enjoyable to walk down the streets too. Commissioner Cindy Wermuth told Leslie her presentation was fantastic and expressed gratitude to Commissioner Billy Allison and Commissioner Jeff Nelson on their work with the form as well. Vice Chairman Campbell said he liked the Code as well, seeing the pictures in the presentation and everything linked together makes it great.

7. Reports and Communications

 a. Director’s Report(s)

 Ryan Hvitløk said the City Council did take up the first reading of the Accessory Dwelling Units ordinance. They did not make any action on it. There were comments received from some of the Alderpersons’, which included garage conversions and attached garages. There was also a proposal that if you were converting an accessory structure to an Accessory Dwelling Unit, which had the 10- year limitation on it, to having an exception if it was for a family member. Attorney David Silverman, attending the meeting virtually, included that the architectural elements need to be consistent with the property. Commissioner Cindy Wermuth questioned when the Council meets on January 17, would it be more discussion and not voting. Ryan Hvitløk confirmed it would be a second reading of the ordinance.

vi. 2002-31-PC: SUP for drive-up banking, 3153 Ave of Cities – February 8th

Next Plan Commission Meeting is Wednesday, January 25th

Motion made by Commissioner Billy Allison, seconded by Commissioner Cindy Wermuth to adjourn.

Motion carried unanimously. Meeting adjourned at 5:24 pm.
