APPROVAL OF MINUTES
Park and Recreation Board meeting minutes of January 26, 2023.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for the Corn Belt Running Club to utilize the Ralph Birks Recreational Trail for the Quad Cities Distance Classic Fundraiser Run. The event is to be held Sunday, May 14, 2023, from 6:00 a.m. until 11:30 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.
3. Consideration of a Special Use Application for The Project of the Quad Cities to utilize the Ralph Birks Recreational Trail for their annual Pride 5K. Pending City Council approval. The event is to be held Sunday, June 25, 2023, from 4:30 a.m. until 12:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.
4. Consideration of a Special Use Application for Pregnancy Resources to utilize Ben Butterworth Parkway for their annual Walk for Life event. The event is to be held Saturday, September 9, 2023, from 7:00 a.m. until 12:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.
5. Consideration of a Special Use Application for the Moline Conservation Club to utilize Riverside Park Pond for their annual Kid’s Fishing Rodeo. The event is to be held Saturday, June 3, 2023, from 6:00 a.m. until 3:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.
NON-CONSENT AGENDA ITEMS
1. Contract with Atlantic Bottling. (Eric Griffith, Parks Recreation Director)
Explanation: The original contract was good for 1 year, expiring March 31, 2022 with the option to extend into 2022 and 2023. Both sides agreed to extend in 2022 and staff recommends extending the contract to Atlantic Bottling Company from April 1, 2023-March 31, 2024.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: The products purchased through this agreement are budgeted for in the 2023 Green Valley Budget 120-1524-452.06-09.
2. Skate Park Phase #1 Design Contract. (Eric Griffith, Parks Recreation Director)
Explanation: Approved by both Park Board and City Council, staff recommends approval of a contract with Newline Skate Park for Phase #1 design of the Skatepark/Pump Track under the I-74 Bridge.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: Approved by City Council. $82,450 is budgeted in 120-1521-452.08-98.
3. Trees Forever Grant. (Eric Griffith, Parks Recreation Director)
Explanation: $3,000 matching grant opportunity from Trees Forever to help replant trees on 18th Ave from 2nd street to 7th street. Almost 50 ash trees have been removed; we would replant roughly 20 trees. This grant is being submitted in partnership between the MCDC and Moline Parks & Recreation Department. $3,000 in a match between volunteering, staff time/supplies, and city funding.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: The $3,000 match is budgeted for in 120-1522-452.04-25.
4. Addendum No. 1 to Amended Riverside Family Aquatic Center Pool Use Partnership Agreement. (Eric Griffith, Parks Recreation Director)
Explanation: Addendum No. 1 is due to the closure of the Riverside Family Aquatic Center for 2023 and no payment will be required from the Two Rivers Young Men’s Christian Association Inc.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: No 2023 payment from the YMCA
5. Cell Phone Tower at Jefferson Park. (Eric Griffith, Parks Recreation Director)
Explanation: Attached are the plans for a U.S. Cellular cell phone tower at Jefferson Park. Staff is asking for approval of the plans and pending an approved contract by Park Board and City Council.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: TBD during the contract negotiations.
6. Addendum No. 1 to Moline Little League Lease. (Eric Griffith, Parks Recreation Director)
Explanation: Addendum No. 1 to allow the Moline Little League to sell signage as part of their revenue to run the Little League Complex.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: No fiscal impact for the City of Moline Parks & Recreation.
6. Garden Center Parking Lot Asphalt Overlay Contract. (Eric Griffith, Parks Recreation Director)
Explanation: Staff is seeking Board’s approval to asphalt overlay the parking lot at the Garden Center. The bid opening is on 2/21/2023, the bid prices will be shared at the park board meeting on 2/23/2023.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: $200,000 is budgeted for in 120-1521-452.08-98.
