City of Colona Committee of the Whole met Feb. 13.

Here are the minutes provided by the committee:

CALL TO ORDER: The meeting was called to order at 6:50pm.

ROLL CALL: Acting Mayor Painter, Attorney Wright, Clerk Hergert, Aldermen Feliksiak, Swemline, Shady-Dahl, Barrett, Lack were present. Aldermen Cole and Stablein were absent.

STAFF PRESENT: Chief Mike Swemline (Colona Police Chief) Jen Legare (Finance Director), and Rich Holman (Economic Development Administrator) were present. Mike Stephens (Public Works Director) was absent.

PUBLIC COMMENT: NONE

MAYOR’S REPORT: NONE

APPROVAL OF MINUTES: Alderman Barrett made a motion to approve the Monday, January 23, 2023 Committee of the Whole minutes. Alderman Swemline seconded. Discussion offered, hearing none. Roll Call: Aldermen Swemline, Lack, Feliksiak, Painter, Shady-Dahl, and Barrett voted yes. Aldermen Cole and Stablein were absent. Motion passed with 6 yes, 2 absent.

ECONOMIC DEVELOPMENT COMMITTEE: The last meeting was held Tuesday, January 17, 2023 at 6:00pm. The rescheduled next meeting will be Tuesday, February 28, 2023 at 6:00pm.

FINANCE/ADMIN COMMITTEE: The last meeting was held Tuesday, February 7, 2023 at 3:30pm. The next meeting will be Tuesday, March 7, 2023 at 3:30pm.

● Move to council agenda- Updates made to the Employee Handbook.

● Move to council agenda- Discuss Abolishing/ Repealing Article 1, City Hall Office Manager Ordinance O-22-14.

● Move to council agenda- Discuss suggested changes made to O-23-01 .

● Move to council agenda- Discuss suggested changes made to O-23-02 - Amend Ordinance O-17-01 Section 3 Regarding Travel, Meal, and Lodging Expenses for the City of Colona, Illinois in the County of Henry.

● Discuss CSFP Utility Usage and whether it should be charged to CSFP- this needs to go back to the Public Works meeting.

PUBLIC SAFETY COMMITTEE: The next Public Safety Committee meeting is Thursday, February 23, 2023 at 2:30pm.

PUBLIC WORKS COMMITTEE: The last Public Works Committee meeting was Thursday, January 19, 2023 at 5:00pm. The rescheduled next meeting will be Thursday, February 23, 2023 at 5:00pm.

CLOSED SESSION: NONE

ADJOURNMENT: Motion to adjourn by Alderman Swemline, Unanimous vote to adjourn by all present. Committee of the Whole meeting adjourned at 7:17pm.
