There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of March 23, 2023.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental March/April bill payment and departmental March/April revenue, expenditures, capital projects, park reserve and cemetery reports.

1. Quad City Skyraiders Lease. (Eric Griffith, Parks Recreation Director)

Explanation: The Quad City Skyraiders lease has been reviewed and updated. The term of the lease shall be for five years, ending on April 30, 2028.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: The rent of $1 would be paid annually on April 1st.

2. Updating the Parks and Recreation Master Plan. (Eric Griffith, Parks Recreation Director)

Explanation: The Parks & Recreation Department received six proposals to update the Parks & Recreation Master Plan, with the top three firms being interviewed. The committee was unanimous in choosing MSA Professional Services, INC.

Attachment: Yes

Staff Recommendation: Staff recommends approval.

Fiscal Impact: $80,000 is budgeted in the 2023 budget 120- 1521-452.08-98. The total cost of the update is $70,000.

3. Headstones at Riverside Cemetery. (Eric Griffith, Parks Recreation Director)

Explanation: Park board has expressed interest in doing a feasibility study on the long-term maintenance of the Riverside Cemetery. Park staff has reached out to several companies that do feasibility studies for cemeteries and have found that they do not do studies for long-term maintenance. Several members of Park Board and City Council have inquired about fixing the head stones located on the 4th Ave block. There is roughly 1,000 headstones located in this section. The cost to level, reseal, and back fill with dirt is $111 per stone. Staff recommends a contract with Curt Heisinger Monument Restoration for up to $120,000 in the case that there are headstones that are not accounted for during the restoration process.

The project could start in May and be completed in roughly three months.

Curt Heisinger Monument Restoration: $111.00 per stone

Moore Monument: $280.00 per stone

Staff Recommendation: Staff recommends approval for this sole source contract.

Fiscal Impact: $111,000 for 1,000 headstones.

$50,000 is budgeted in the 2023 budget in 120-1521-452.08-98 $35,727 in Contractual Services in 120-1522-452.04-25 $34,272 in the Hewitt Trust (Gift Fund for Cemeteries) TOTAL: $120,000 includes $9,000 in Contingency

4. Riverside Park Upgrades including Parking, Road Work & Tennis, Musco-Lighting Mini Pitches. (Eric Griffith, Parks Recreation Director)

Explanation: After rebidding the upgrades at Riverside Park, the department received two bids. The base bids that include roadwork and the new parking lot for Riverside:

1. Miller Trucking & Excavating: $1,909,072.50

2. Emery Construction Group, Inc: $1,408,611.15

Staff recommends approving Emery Construction Group, Inc. for the base bid and requesting the remaining funding during City Council Strategic Planning.

Fiscal Impact: Due to conservative spending from 2022, we have the funds to cover the base bid. Please see the attachment for more details.

5. Stephens Park Playground Fence Replacement. (Eric Griffith, Parks Recreation Director)

Explanation: As part of the update as playgrounds are replaced we are replacing the green playground fencing with black vinyl fencing.

Lovewell Fencing: $22,000.00

Sampson Fencing: $22,327.00

Interstate Fencing: $36,100.00

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Due to the grant that was received to pay for part of the playground there is $176,238.33 remaining in approved funding.

6. Mini-Pitch & Basketball at Stephens Park. (Eric Griffith, Parks Recreation Director)

Explanation: This project has been bid out twice with no success for acceptable bids. At the direction of Park Board, city staff has worked out the different pieces of this project for approval:

- $270,348: Purchase directly from Musco-Lighting the modular systems (4 total). This includes delivery and installation.

- $43,990.00: Paint and striping the four courts.

- _________: General Contractor to do the electrical, asphalt, and concrete. This number will be provided at the park board meeting.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: There is $565,977.36 remaining for the Mini Pitch & Basketball Project, and $154,238.33 remaining that can be used from the playground for a total of $700,515.36
