The Plan Commission of the City of Geneseo was called to order on Wednesday, March 29, 2023, at 6:30 PM, in the Council Chambers, with the following members present:

PLAN COMMISSION PRESENT: Plan Commission Joe Bedford, Plan Commission Rhonda Ludwig, Plan Commission Morgan Thurman, and Plan Commission Julia McAvoy

PLAN COMMISSION ABSENT:

STAFF PRESENT: Building Inspector Rick Mills, City Administrator Brandon Maeglin, and City Clerk Paige Seibel

PUBLIC PRESENT:

1 Pledge of Allegiance

2 Roll Call

Meeting began at 6:30 PM

Rhonda Ludwig phoned into meeting.

Owner of Red Barn Ashley Davis and Fiancé Joe Marshall were in attendance.

3 Public Comment

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the board at this time.

None

4 Minutes Approval

4.1. Approval of previous Plan Committee Minutes

Joe Bedford moved, seconded by Julia McAvoy, Motion to approve the 01.30.23 Plan Committee Minutes as presented.

RESULT: Carried

5 New Business Item(s)

5.1. Red Barn Boutique - Application for Certificate of Appropriateness in the Historic District & Facade Grant Application

City Administrator Maeglin explained the action for tonight starting with the application for Certificate of Appropriateness.

Ashley Davis advised the board that Adam Desplinter with AD Construction is the contractor being used. They ran into foundation issues which are getting fixed as we speak, installation of new glass storefront windows, and advised that since turning in the application they learned it was going to be $15,000 to paint the building so instead they will be removing the current blue tin and replacing with red steel to the top of the building. Using same red steal in the back of the building, the barn board will still be under the glass front window, along with new door, corrugated metal in the front next to both sides of the door, and a new canvas awning. City Inspector Rick Mills advised Downtown follows earth tone colors so he thinks it will fit in great. Ashley and Joe are still not sure if they will keep the ramp in the back or build stairs. However, cement can be pricey, and it will be a private entrance for employees and future tenants upstairs. Rhonda advised the rendering does look very nice. As far as the Facade Grant, Ashley advised they are well over the $10,000 that was applied for.

Joe Bedford moved, seconded by Morgan Thurman, Motion to recommend to City Council approval of a Certificate of Appropriateness for Red Barn Boutique within the Downtown Historic District, and approval of the Facade Grant Application as submitted.
