City of Colona Committee of the Whole met April 10.

Here are the minutes provided by the committee:

CALL TO ORDER: The meeting was called to order at 7:44pm.

ROLL CALL: Acting Mayor Painter, Attorney Wright, Clerk Hergert, Aldermen Swemline, Shady-Dahl, Barrett, Lack, and Stablein were present. Alderman Cole was absent.

STAFF PRESENT: Chief Mike Swemline (Colona Police Chief), Jen Legare (Finance Director) and Mike Stephens (Public Works Director), and Rich Holman (Economic Development Administrator) were present.

PUBLIC COMMENT: NONE

MAYOR'S REPORT: NONE

APPROVAL OF MINUTES:

1. Alderman Stablein made a motion to approve the Monday, March 27, 2023 Committee of the Whole minutes. Alderman Swemline seconded. Discussion offered, hearing none. Roll Call: Aldermen Stablein, Swemline, Lack, Painter, Shady-Dahl, and Barrett voted yes. Alderman Cole was absent. Motion passed 6 yes, 1 absent.

ECONOMIC DEVELOPMENT COMMITTEE: The next meeting will be Tuesday, April 18, 2023 at 6:00pm.

1. Move to Council Agenda- Discuss R-23-05- Resolution for Development in TIF 4.- Midwest Massage and Therapy Development (Jennifer from Midwest Therapy spoke about options included in her business she would like to include by Stonebridge).

2. Move to Council Agenda- Discuss R-23-06 Resolution to Accept NSF Outdoor Workout Facility Grant.

3. Move to Council-Approve signage of Metrolink Grant support letter.

FINANCE/ADMIN COMMITTEE: The next meeting will be Tuesday, May 2, 2023 at 3:30pm (Meeting from Thursday, April 6th was canceled, had been rescheduled from Tuesday, April 4th because of polling place).

PUBLIC SAFETY COMMITTEE: The next Public Safety Committee meeting is Thursday, April 27, 2023 at 2:30pm.

1. The Colona Police Dept has been providing security at the Shell Gas Station since the building collapse, that will end April 11th at 3:00pm. They have been providing security because of the alcohol and tobacco that is in there. Agreement with their insurance company to cover costs.

2. OEM initial damage assessment has been received. NOAH has put out their official statement, it has been classified as an EF2 tornado. Possible declaration of disaster.

3. Testing was done this past weekend for police officers. We took applications for about a month and a half, two applications were turned in. On testing day, no one showed up to test. We have to start all over again for testing.

PUBLIC WORKS COMMITTEE: The next Public Works Committee meeting will be Thursday, April 20, 2023 at 5:00pm.

CLOSED SESSION: NONE

ADJOURNMENT: Motion to adjourn by Alderman Swemline, unanimous vote to adjourn by all present. Committee of the Whole meeting adjourned at 8:15pm.
