The Regular Council of the City of Geneseo was called to order on Tuesday, May 9, 2023, at 5:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Zoning Board of Appeals Member Kent Swanson, and Alderman James Roodhouse

4.1. Thank You to Alderman Doug Crow
Mayor Johnson gave a special thank you to Alderman Douglas Crow who served on city council from 2011-2015 and again from 2019-2023. Mayor Johnson added that it has been rewarding to have Crow serve on the council and he wishes him the very best. Mayor Johnson presented Crow a certificate for his service on the city council. Crow spoke saying "to be part of the city council you talk about the good and the bad but friendship among the group is important". Retired Alderman Bob Wachtel added "we have a good team" on the council and served with Crow for eight years he advised Crow was quiet, but a driving force.
4.2. Swearing-In of Swanson, Simosky, James, & Rothschild
City Clerk Seibel Swore in the Newly Elected Swanson, Simosky, James, & Rothschild.

Attorney Derke Price gave his training presentation to council as a new elected city council member has joined and as a refresher for the current city council members.

7 City Engineering Report
City Engineer Loren Rains - NE Phase #2 contractor hit an unmarked gas tank (marked 16 feet off). The gas company has to get that fixed and continue on with project. Prairie view retention pond is on hold due to rain, the project has been put on hold for the next couple weeks, the pond is still holding water as it should be.

15 Administration
15.1. Approval of 2023 Street Milling Bid & IGA with Henry County for Annual Street Overlay
Director of Public Works VanDeWoestyne advised council on the bid opening on May 4th. He added the milling has to be done by June 9th and the overlay will be done on the 12th, it needs to be done before Music Fest.
Keith Kennett moved, seconded by Martin Rothschild, Motion to award the contract for 2023 Street Milling to Brandt Construction in the amount of $49,962.15 and to approve the Annual Intergovernmental Agreement with Henry County for 2023 HMA Street Overlay.

15.2. Pedestrian Bridge & Historical Landing Area Update
Council gave staff direction to obtain bids and cost estimates for both the landing area and the pedestrian bridge. IMEG shall provide the city with a bid for doing preliminary engineering for the bridge.
City Administrator Maeglin spoke to council about two different options that can be done immediately for the Historic Landing Area including: Get bids for only the welcome sign, or bids for the welcome sign, walking path, and circle landing pad. He advised we have a $25,000 grant from The Miller Foundation and can propose to use funds from the hotel motel as well. He added that moving the pedestrian bridge bridge approximately 50 yards south of the landing area, may be our best option moving forward to avoid DOT intersection issues. Central Bank is had a positive response regarding the possibility of moving forward with building the bridge on their property, near their current billboard sign. This new bridge location is anticipated to save funds as well with the bridge design/build as the creek is narrower in this location.
