City of Moline Public Art Commission met July 20.

▪ Public Sculpture Program

• Sculpture installation complete! An interactive map and photos are on the Quad City Arts website.

▪ Moline Mural – 5th Ave at 14th Street Blank Wall

• Kevin Maynard from Quad City Arts provided draft documents for City and PAC review. These were previously sent from City Staff to Commissioners.

o Proposal for work with Quad City Arts

o Draft of the Muralist Contract

• Quad City Arts fee increase from $38,000 to $45,000 not-to-exceed.

• Next steps

▪ Moline Depot Clock Monument – River Drive at I-74

• Concerns have been expressed by some PAC Commissioners and some City officials that the monument does not meet the PAC Ordinance definition of use of their funds for public art. Mayor Rayapati is proposing that the City fund directly the gap in the project costs that the PAC was originally going to provide to partner with the Moline Preservation Society. Mayor Rayapati plans to propose $62,000 for the project from the Council Contingency Budget, eliminating the need for PAC participation.

• PAC Commissioners to vote on removing their participation in the project.

• Next steps.

▪ Other Projects – Bloomberg Asphalt Art Initiative 2024

• Kevin Maynard indicates Quad City Arts expressed interest to partner on the project.

• Potential location for the project would be 7th Avenue and 19th Street.

• Subcommittee update.
