City of Lewistown City Council met June 27.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor Lafary

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Public Works Director Evinn Palmer, Temporary Police Chief Jim Tunney and City Attorney Nathan Collins. ABSENT: City Treasurer Deb Brown

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Clark made a motion to approve the minutes of June 13, 2023, second by Alderperson Long, the motion carried all ayes.

Report- Nothing tonight.

TREASURER'S REPORT: Debbie Brown. Absent

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing at this time.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Working on sink hole by old Dollar General Store, getting estimates on how to fix it. It is an original brick storm sewer that is 12.5 foot deep with a 9-foot pipe that drops.

Streets & Allies – Alderperson Levingston: Regarding the Catholic Cemetery Road the Culvert is bad on west side on someone else's property so need to get an easement. Need to put 2 culverts in one is by McCoy's property. Then need to put one south of that, it goes to creek to the east, field is owned by Bob Whitsitt. Can wait till crops are out but need to start planning to get it done. Sink holes are forming.

Police/ESDA- Alderperson Ward: In the packet there is some applications for police department. Need police meeting Alderperson Ward will schedule a police committee meeting. Alderperson Clark said she has had some complaints about speeding and a loud truck on Euclid.

Water - Alderperson Miller: Evinn Palmer said we have plenty of water. Still good thru this drought.

Utilities/Publications - Alderperson Long: Nothing new.

Public Buildings & Grounds - Alderperson Long: Wants to compliment public works doing a great job as always.

Tourism - Alderman Miller: Music in the Park is going very well. Fulton County Arts is present now they represent the whole area. We have a local band this week.

Tax Increment Financing - Alderperson Spotloe: Nothing at this time.

Citizens Committee - Amanda Smith absent, she has not heard anything on any of our grant applications per City Clerk.

Christmas Committee - Kenny Haacke nothing only Christmas is less than 6 months away.

WORKS DIRECTOR'S REPORT

Evinn Palmer Director checking on how we can spend the grant money that we are getting to locate the lead lines.

UNFINISHED BUSINESS:

1. Discuss/Act Upon Ordinance for Parking on 100 Block of West Euclid by the Outdoor eating area of The Rocket - Maybe unloading zone sign or a no parking sign from here to corner. The City now has to put up a stop ahead sign a block away from The Rocket for the stop sign since it is hard to see. The Ordinance needs to be for no parking from alley to Main Street not the whole 100 block of West Euclid. Table at this time.

NEW BUSINESS:

1. Discuss/Act Upon paying $3,000.00 to Holthause Roofing to repair gutter on City Hall – Wind loosened gutter on West side of City Hall this happened before the tornado, not covered by warranty, Holthause Roofing put them on and they want $3,000.00 to fix it and tighten the rest of them, others are loose also. Table till talk to the city insurance company to turn in a claim. The city has a $1,000.00 deductible.

2. Discuss/Act Upon Purchasing a Mini Excavator for the Street Department – Quotes given out from Cat, Bobcat, Case, and John Deer. Looked at all determining what it is being used for. Evinn was asked which one does he want would like Bobcat E50 the price is $73,350.00. This was budgeted for, he was asked if available to purchase now or has to wait, they have one on the lot, motion by Alderperson Long to approve the purchase of a Bobcat E50 mini excavator from Bobcat of Peoria, IL for the street department in the amount of $73,350.00, second by Alderperson Clark, roll call vote, motion carried all ayes.

3. Discuss/Act Upon setting a City Clean Up Day date- It was decided it was too hot during the summer months to do clean up so decided on the date of September 18 before Scenic Drive so town looks good, all agreed. This is about the same time as last year. It is a Monday so will be able to complete it before end of week. Clean up will be done the same as last year, start at one end of town and the stuff has to be out by the street by 7:00 a.m. that day, not going back to pick up, has to be out. Motion by Alderperson Ward to have all town clean up starting Monday September 18 at 7:00 a.m., second by Alderperson Long, carried with all ayes.

PRESENTATION OF BILLS:

Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session.

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 6:58 p.m.; Seconded by Alderperson Long motion carried all ayes.
