Rock Island County Governance, Health, and Administration Committee met July 10.

The Governance, Health & Administration Committee of the Rock Island County Board met at the above date and time in the County Board Chambers on the third floor of the County Office Building. Meeting Minutes as follow:

Call to order and roll call

Chairwoman Enburg called the meeting to order at 10:00 AM.

A roll call was established as follows:

Members Present: Chairwoman C. Enburg, M. Baker, P. McNeil, D. Mielke, E. Dewith, J. Woods

Members Absent: R. Brunk

Others Present: A. Palmer, N. Camlin, R. Ericson, K. Kinney, J. Grafton, K. Davis, B. Edgeworth, J. Mellinger, T. Weikert

Public Comment

Chairwoman Enburg made three calls for public comment. There were no requests for public comments

Approval of minutes from the June 12th, 2023 Governance Health & Administration Committee Meeting

Reports to the Committee

Chairwoman Enburg noted that all routine department reports were provided in the committee member packets.

County Clerk Ms. Kinney reported on her vital records report for June noting the large number of marriage licenses issued. She also noted the process of interviewing vendors for new election equipment and voter’s registration software had begun.

Chairwoman Enburg asked if there was a deadline for review of vendors; Ms. Kinney stated she did not have a deadline, as it would be for the 2025 election year at earliest for the use of the new equipment.

University of Illinois Extension SNAP-Ed Educator Tayler Louscher reported on an event called Nature Nurtures in the Floriciente Community Gardens located across from the Esperanza Center on July 22nd from 9 AM – 1 PM with learn and play activities, family yoga and a community cookout.

She noted that the community garden was also providing produce to Mercado on Fifth every other Thursday, produce popups at the Floriciente Salon and Nest Café would be providing produce for the popups as well. This would include harvest and recipe information for various vegetables.

Chairwoman Enburg asked how many different varieties were grown in the community gardens; Ms. Louscher noted that several such as tomatoes, tomatillos, sweet and spicy peppers, zuchinni, cucumbers, cantaloupe, watermelons and pumpkins. There were also flowerbeds. She stated there were many community volunteers tending to the gardens.

There were no items for closed session review; no action necessary

Review of Pending/Proposed State Legislation affecting Rock Island County Mr. McNeil noted the FY2024 Illinois State Budget passed with more education dollars being allocated. He stated a 12 percent increase in IMRF helping Western IL University and Blackhawk College and 250 million in smart start early childhood education.

Committee Member Opportunity for Brief Comment (no decisions will be made) Chairwoman Enburg noted that she would be absent from the September GHA meeting.

Ms. Przybyla informed the committee that the County was currently holding a school supply drive in partnership with United Way through July 22 and that new school supplies for area students could be dropped off in the administration office.
