City of Geneseo City Council met Aug. 22.

The Special City Council of the City of Geneseo was called to order on Tuesday, August 22, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT: Council Craig Arnold

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

Meeting began at 6:44 PM

2 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Dennis Billiet spoke about his item on the agenda for 433 E South Street - he asked that council re-zone his property from a R-2 to R-3 as he believes it will be easier to sell, as it could be promoted as a multi-family parcel to be built if it were to change to an R-3.

3 Administration

3.1. Consideration of Zoning Classification Change for 433 East South Street from R-2 to R-3.

At the 08/07/2023 Plan Commission Meeting, the Plan Commission voted to recommend that this Zoning Classification change is NOT approved by the City Council.

City Administrator Maeglin spoke to council about the consideration of re-zoning for 433 East South Street from R-2 to R-3.

A Q&A took place between council and Mr. Billiet.

City Attorney Derke Price joined in on the discussion.

Keith Kennett moved, seconded by Kent Swanson, Motion to deny the application for zoning reclassification from R-2 to R-3 for the property located at 433 E South Street.

RESULT: Carried MOVER: Keith Kennett SECONDER: Kent Swanson AYES: Bob James, Brett Barnhart, Martin Rothschild, Paula Simosky, Keith Kennett, Kent Swanson, and James Roodhouse ABSENT: Craig Arnold

3.2. Consideration of a conditional use permit for the property located at 801 S State Street

At the 08/07/2023 Plan Commission Meeting, the Plan Commission voted to recommend that the conditional use permit for the property at 801 S State to be used as a law office is APPROVED by the City Council.

City Administrator Maeglin spoke to council about the proposed conditional use permit for Nadine Palmgren's law Office on 801 South State Street. No further discussion was had.

Brett Barnhart moved, seconded by Bob James, Motion to approve the application for a conditional use permit for 801 S State Street to be used as a law office.

3.3. Consideration of a development permit in the HCOD for a 28 room addition to Woodridge Supportive Living.

At the 08/07/2023 Plan Commission Meeting, the Plan Commission voted to recommend that the development permit within the HCOD for a proposed addition to the Woodridge Supportive Living Facility is APPROVED by the City Council.

City Administrator Maeglin spoke to council about the consideration of development permit in the HCOD for a 28-room addition to Woodridge Supportive Living. Alderman Barnhart brought up the concern of traffic on Olivia Drive and Chicago Street, Chief Disterhoft advised it would be monitored but right now it isn't a concern.

Martin Rothschild moved, seconded by Keith Kennett, Motion to approve O 23-09.
