City of Lewistown City Council met Sept. 12.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Pastor Paul Walmsly

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Public Works Director Evinn Palmer, Police Chief Tunney, Patrolman Tyler Snyder.

ABSENT: Alderperson Brad Ward

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Miller made a motion to approve the minutes of August 22, 2023, second by Alderperson Long, the motion carried all ayes.

Report- Reminder about all town clean up starting week of September 18, looking for corn stalks to put on poles down Main Street, Scarecrows will be put up September 25 and working with USA camp for Halloween activities, calling it Camp of Horrors. Will still have free weenie roast for kids along with costume contest on Saturday October 28 from 4:00 to 6:00 p.m. will need candy for bags.

TREASURER'S REPORT: Debbie Brown. Nothing

ATTORNEY'S REPORT: Attorney Nathan Collins. Absent.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS:

George Cox wants to know what or who is going to finish cleaning up Negley's property. Already getting another lean-to next to his house to store stuff. Smells like poo, saw a saw blade sticking out of the ground afraid someone will step on something. Laura Tippey lives next door she said animal control needs to be called regarding the small space the dogs live in. Feels that George Cox and John Martin needs a thank you for trying to get the yard cleaned up. She then said that the dog catcher had been there the day before and did not do anything.

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Nothing to report.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA – Alderperson Ward: Absent

Acting chief Tunney introduced the new police office Tyler Snyder and stated he is riding with county and Chief Darsham in Farmington. Officer Snyder told everyone he is very happy to be working for the city.

Water - Alderperson Miller: No report. Mayor stated that he has an individual that will start painting the fire hydrants because Nathan Collins is not wanting to finish them. Money already budgeted for them.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: They went and picked up the new trailer for public works.

Tourism - Alderman Miller: Reminded people about the volunteering to help with Camp of Horrors to have a good event.

Tax Increment Financing - Alderperson Spotloe: Later in meeting.

Citizens Committee - Amanda Smith did not attend meeting.

Christmas Committee - Kenny Haacke first meeting is planned for Christmas Committee and it is September 26 at 6:00 p.m. at the Visitors Center, everyone welcome. This year Farm King called Kenny regarding the trees. They are more than happy to furnish them.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director they have been working on the lead line locates. The grant money we got so far will pay for about half of locates. Getting a camera to check the sink holes on Thursday. Cindy applied for another $40,000.00 grant to help pay for the rest of the lead line locations.

UNFINISHED BUSINESS:

Alderperson Spotloe made a

1. Discuss/Act Upon TIF Ordinance for Justin Higgins motion to approve the TIF Ordinance for Justin Higgins apartment renovations in the amount of $7,000.00, Alderperson Miller second that, roll call vote, motion carried all ayes.

2. Discuss/Act Upon TIF Ordinance for VFW Post 5001 - Alderperson Miller made a motion to approve the TIF Ordinance for VFW Post 5001 in the amount of $35,000.00 for exterior rehabilitation, second by Alderperson Clark roll call vote, motion carried all ayes.

3. Discuss/Act Upon Hiring Chief of Police - We received an application from Chris Ford, Acting Chief Tunney is now able to fulfill the position. Chris Ford would like to accept the position as Acting Police Chief, motion by Alderperson Spotloe, second by Alderperson Miller to approve hiring Christopher Ford as Acting Police Chief for the City of Lewistown, roll call vote motion carried all ayes.

NEW BUSINESS:

1. Discuss/Act Upon Outdoor Events for the Rocket Tap - Billie Simmons is asking for West Euclid to be blocked off for 3 outdoor events September 22, between 6:00 p.m. and midnight, October 14, between 5:00 p.m. to midnight and October 21 from 4:00 p.m. to 10:00 p.m.

Motion by Alderperson Miller, second by Alderperson Clark to approve outdoor events for The Rocket Tap, roll call Clark yes, Long, yes, Miller yes, Levingston no, Spotloe yes, motion carried.

PRESENTATION OF BILLS:

Alderperson Spotloe made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Clark made a motion to adjourn at 6:52 p.m.; seconded by Alderperson Miller motion carried all ayes.
