City of Geneseo Plan Commission met Sept. 18.

Here are the minutes provided by the commission:

The Plan Commission of the City of Geneseo was called to order on Monday, September 18, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

PLAN COMMISSION PRESENT: Plan Commission Joe Bedford, Plan Commission Rhonda Ludwig, and Plan Commission Board Member Russell Marshall

PLAN COMMISSION ABSENT: Plan Commission Morgan Thurman and Plan Commission Julia McAvoy

STAFF PRESENT: Building Inspector Rick Mills and City Clerk Paige Seibel

PUBLIC PRESENT:

1 Pledge of Allegiance

2 Roll Call

Meeting began at 6:03 PM

Including Vern Stackhouse, Beverly Lamb, Jim Hodgson, and Steve Wachtel present for the public attendance.

3 APPROVAL OF MINUTES

3.1. Approval of previous Plan Committee Minutes

No conversation was had.

Rhonda Ludwig moved, seconded by Russell Marshall, Motion to approve the 09/05/2023 Plan Minutes as presented.

RESULT: Carried

AYES: Joe Bedford, Rhonda Ludwig, and Russell Marshall 

ABSENT: Morgan Thurman and Julia McAvoy

4 Public Hearing

4.1. Open the Public Hearing

Steve Wachtel started the conversation with a Q&A including concerns about the traffic if this remains a business (without knowing what the business could be if bought).

Vern Stackhouse advised the building now as it stands, has practiced as a B-3 building for the past 40-60 years and advised he had someone interested in purchasing the building and turning it into apartments but with being zoned as R-2 that couldn't happen.

Beverly Lamb stated her concerns about parking, and she is worried with this being a large building it could take a while for it to be sold and doesn't want it to sit empty. She asked if there could be a provision when it comes to the parking situation.

City Clerk Seibel read an anonymous letter that was mailed into city hall advising against the zoning change.

Rhonda Ludwig moved, seconded by Russell Marshall, Motion to open the public hearing for public input on the Zoning Change Application submitted by Stackhouse-Moore Properties LLC, to change the zoning from R-2 residential to B-3 commercial at their property located at 225 East Park Street.

RESULT: Carried

5 Close Public Hearing

5.1. Close the Public Hearing

No further discussion was had.

Russell Marshall moved, seconded by Joe Bedford, Motion to close the public hearing.

RESULT: Carried

6 New Business Item(s)

6.1. Application from Stackhouse-Moore Properties LLC to change the zoning classification at 225 East Park Street from R-2 residential to B-3 business.

Ludwig asked City Inspector Rick Mills if this could be a R-3 or R-4 and he advised due to the number of apartments they would like to have in the residence, it wouldn't be allowed under the R-3 or R-4 zone. Stackhouse advised he would like to advertise the building to be sold as business & residential much like the downtown historical district.

Joe Bedford moved, seconded by Russell Marshall, Motion to recommend to City Council to re-zone the property at 225 East Park Street from R-2 Residential to B-3 Business.

RESULT: Carried

7 Public Comment

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the Commission at this time.

Wachtel advised he would like to see this as zoned into a multi - family dwelling not B-3.

City Inspector Mills advised that this is a recommendation to City Council this is not a motion to pass the zoning change.

8 Adjournment

8.1. Move to close the meeting

Meeting adjourned at 6:25 PM
