APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of September 28, 2023.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental September/October bill payment and departmental September/October revenue, expenditures, capital projects, park reserve and cemetery reports.

NON-CONSENT AGENDA ITEMS

1. Approval of the 2024 Park Board Meeting Dates. (Eric Griffith, Director of Parks & Recreation)

Explanation: Park Board meeting dates for the 2024 calendar year are as follows: January 25, February 22, March 28, April 25, May 23, June 27, July 25, August 22, September 26, October 24 and December 5.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: N/A

2. Approval of the Tree Management Policy. (Eric Griffith, Director of Parks & Recreation)

Explanation: Attached is the final version of the Tree Management Plan that was created by Great Lakes Urban Forestry Management and paid for by a matching grant from the Morton Arboretum.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: The tree management plan will help determine future budget for tree maintenance.

3. Riverside Riverslide Change Order #5. (Eric Griffith, Director of Parks & Recreation)

Explanation: Attached is the change order #5 for park board approval. This change order captures changes required from the IDPH during the review process and the costs for the delayed start from September 2023 to April 2024.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: As of 10/17/2023, the Riverside Riverslide

Project, with the approval of change order #5, has had a total of $401,547.47 in change orders. 

4. Submitting 2024 CDBG Grant. (Eric Griffith, Director of Parks & Recreation)

Explanation: Staff seeks approval to submit for the 2024 Community Development Block Grant (CDBG). This grant would allow children from families that are low to moderate income to qualify to join a free summer camp at Riverside Park. This would be the third year applying for the Community Development Block Grant.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: The grant is worth up to $30,000.00.
