City of Colona City Council met Oct. 9.

Here are the minutes provided by the council:

CALL TO ORDER: 6:00 p.m.

ROLL CALL:

MINUTES

Mayor Ropp, Aldermen Dooley, Stablein. Swemline, Lack, Jones, Painter, Goodrum, Shady- Dahl, Clerk Jones, Chief Swemline, PWD Stephens, Treasurer Legare

PLEDGE:

PUBLIC COMMENTS: none

MAYOR'S REPORT:

Street paving, Swans should be here next week, need to install feeders, make nests on Island. Working on things for Glazed Donuts. Awarded bid to H. Coopman Trucking & Excavating to finish demo on Car Wash Lot for $11,900.00, and getting maps digitalize, Moline is helping with that project. Mentioned the Lead Pipe program.

Clerk's Report:

Just to mention The Girl Scouts want March 7th 2024 for their dance. Was on the agenda for a few weeks and never voted on. Just don't want to forget about them.

Committee reports:

Public Safety Committee:

1. Chief Swemline has asked for a couple items to be added to the agenda. Discuss purchase of Flock Cameras - 3 LPR Flock cameras, and 1 Park Camera, approved by Public Safety Committee. Paid for by AARPD Funds.

2. Discuss hiring Jack Frajmar as new hearing Officer for Municipal Court due Ted Hammer's retirement in December, approved by Committee.

3. Announce Trick or Treat hours are Oct. 31st, Tues. from 5:30-7:30

Chief did talk about the Cameras and cost for cameras and installation approx. $18,000.00 the yearly cost is $3,000.00 per camera. On Trick & Treat there will only be parking on one side of street in Level Acres plus no parking in cul-de-sac.-

This very important for the safety of trick or treat children and person walking with. Report given by Alderman Painter and Chief Swemline.

Public works Committee:

1. Brief meeting so we could get to the Special Council meeting. Working on CMOM, Sewer, maps, repairs, salting the school parking lot, lead pipes. CSFP Guard Shack / window broke and job situations.

CONSENT AGENDA:

1. Approve minutes from council meeting of Sept. 25th, 2023

2. Approve minutes for Special meeting of Oct. 2nd, 2023

3. Approve payment of bills for period of Sept.25th-Oct. 9th, 2023

4. Approve payroll for Sept. 26-Oct 9th, 2023

5. Approve Treasure's Repot for Sept. 2023 Motion made by Alderman Swemline to approve items 1-5 of the Consent Agenda, seconded by Alderman Goodrum. Discussion Yes Alderman Stablein said that Jeannie should not put her opinion on the minutes as nothing was on the Agenda about the Girl Scouts wanting to use the Clubhouse. I checked back on the agenda's and this was brought up for the last three meetings. Just got put off and not voted on. Roll Call: Aldermen Shady-Dahl, Goodrum, Painter, Jones, Swemline, Stablein (Yes with corrections) and Dooley 8 yes 0 nays Motion passed

OLD BUSINESS:

1. Discuss application for TIF Incentive Assistance for Glazed Donuts, LLC. For property at 713-1st street Alderman Painter asked if we were giving the property Or selling it to him. Mayor reported that per the city Attorney, we should sell the property to them, if we give it to them, it is theirs and if they don't follow thru with what they said they were going to do the bank would gain the property, or if the business does not build we could be out the property and the money. We need to get together and decide on the amount.

2. Approve use of the Clubhouse at no cost or 1⁄2 price for the Center for Youth and Family Solutions, a non-profit organization. For a Euchre tournament fund raiser to be held on March 9th 2023 from 6-10 pm. Serves Rock Island, Henry, and Mercer County for foster care, adoptions, crisis intervention, and counseling.

Motion made by Aldermen Shady-Dahl to let them have it for no cost, seconded by Alderman Painter. Roll Call: Aldermen Goodrum, Painter, Jones, Lack, Swemline, Stablein, and Dooley 8 yes no nays motion passed.

NEW BUSINESS:

1. Approve use of the Clubhouse at no cost for Twin Rivers Little League for any open weekend in March, 2024 for a Taco Dinner from 5-9 pm. Motion made by Alderman Painter to allow at no cost, seconded by Alderman Lack - Roll Call: Aldermen Painter, Jones, Lack, Swemline, Stablein, Dooley, Shady- Dahl and Goodrum 8 yes no nays motion passed

2. Approve waiving the sewer portion of water bill at 211. 3rd street for $140.00. This item was sent back to committee for further review. No objection so moved.

ADJOURN:

Motion made by Alderman Swemline to adjourn, seconded by Alderman Painter Mayor asked all in favor say Aye 8 ayes Adjourned at 6:45 p.m.
