City of Colona City Council met Oct. 23.

Here are the minutes provided by the council:

CALL TO ORDER: 6:00 p.m.

***City Council Meetings are recorded by two (2) voice recorders✩**** 

ROLL CALL: 

Mayor Ropp, Aldermen Dooley, Swemline, Jones, Goodrum, Shady-Dahl, Clerk Jones, Chief Swemline, PWD Stephens, Treasurer Legare. Aldermen Stablein, Lack, and Painter were absent. 

PLEDGE: 

Before starting Public comments the Mayor read the Ordinance Rules about Public Comments, (Copy included in the Minutes) 

PUBLIC COMMENTS: Seven (7) persons as follows about Maple Court 

  1. Roxanna Crews lived there for 23 years at 1450 Cleveland Road Maple court, no work has been done to road, it needs fixed and plowed by the City. 
  2. Jennifer Hillman #3 Maple court, gave everyone on Council a Packet. Explained each section of her information, (the packet Jennifer gave us is included in the mintues) #1605 ICLS 5/6-507 (from Ch. 121. Par. 6-7 (tax levy.) Six 6 person's copy of the tax bills to show they have paid Colona Road District taxes. Information from Katie Smith at IDOT. M.F.T. list from FOIA from City showing three (3) different lists of street paving of estimated streets. Her opinion is that the street is city property to maintain. 
  3. Lauren Vandyne at #4 Maple Court would like the road fixed and she would like to give the rest of her time to Jennifer Hillman. 
  4. Pam Chenoweth #5 Maple Court; Hi There. I would really like to see this road maintained by the "City" if they ("The City") were supposed to be doing it anyway, because I have had to go and shovel the snow out several times and at my age I am getting too old to do that, it really is not good for me. I would appreciate it for you to take it into consideration, that if the "City" owns the road, they "The City" should maintain it. I turn the rest of my time to Jennifer. 
  5. Jeremy Toney #2 Maple Court. Moved in in 2016 — Spoke with Mayors past and present about the water under his house illegally has shut offs to two (2) other houses. Every year the plow trucks puts three feet of snow onto the road making it almost impossible to get out or in. We have elderly residents on our street and my wife has had a double lung transplant so medical and police need to be able to get through to our street. This needs to be settled and fixed. I also asked to put my wife on the agenda to talk and she was not on it. (She was on the same sheet for talking as her husband was, so Atty. Jeff Wright did let her speak. Not everyone was on the agenda.) 
  6. JoAnn Hillman 1440 Cleveland Road 50 years and received nothing from the city. Been there 50 years ran our Business paid business tax, sales tax, property tax, road tax, water bills for several spots, and street lights since the annexation. When Dale was alive we maintained the roads and plowed the roads. If the state says the road is the City's, then fix them. Thank you for listening. 
  7. Andrea Toney #2 Maple Court When she moved here 1 1/2 years ago she felt like an outsider I have a new car and the huge pot holes are not safe to drive on. The water shut offs are under our house where we could shut off their water, it is not done correctly, fix it. We need to get back on the road paving schedule.
MAYOR'S REPORT: 

  1. The Colona Grade School sent an invite to the Colona Grade School Veteran's Day Assembly on Friday, November 10th 2023 at 9:00 a.m. 700 1st Street. Mayor said he would like to see a few Aldermen attend the assembly if possible. 
  2. Work on the sewer plant to save electricity. The Gentleman from Moline is doing a fantastic job, he goes above and beyond to make the plant better. 
  3. Collecting data for CMOM, SCADA and other data to combine with the other programs. 
  4. Waste water- alarm system 2 out of 3 are not working, he has ordered 4 alarm systems to replace. Clean Wet wells to go to drying bins, clean prep to dispose of. 
  5. Spoke with Dr. Ruff from Colona Grade School and Dr. Morrow from U.T.H.S. about TIF III and proposed TIF V. 
  6. Swans are here and getting used to new place. Only 8 months old, next year they will be a bit more aggressive. 
  7. Hired the Clerk/Admin Person started last Thursday her name is Kristina Medrano she prefers Tina. 
  8. General fund Budget. 
  9. Winterizing buildings. 
  10. Capital development. 
  11. Cleaning, investigation, and painting basement at City Hall. 
  12. Ground Breaking on Wed. 18th 2023, permits were pulled today (10-23-2023) for Wellness Center. 
  13. November 13th PWD M. Stevens and Mayor Ropp and Police Chief Swemline will be attending a meeting in Dixson on the Route #84 Hwy going through Colona. Mayor has been told that all trees on the east side of road will have to be removed and (a race way) more like a path way. 
  14. Brian Johnson is moving back, when he is done moving back, Mayor will appoint him to the Police Pension Board at the next Council meeting. 
  15. Matt Slovack, Scout Leader, talked about the badges they did over the summer and this was for a Merit Badge to come to the City Council to observe, make a report for his Scout, Braden Slovack to earn a badge.
CLERK'S REPORT: FYI Bud's Body Shop name changed to Bud's Body Shop of Colona LLC. Owner: Dan Miller. No vote just information of name change. 

COMMITTEE REPORTS: 

FINANCE/ADMIN COMMITTEE: Chair was absent 

ECONOMIC DEVELOPMENT COMMITTEE: Chair was absent 

CONSENT AGENDA: 

  1. Approve payment of Bills/Vendor for period of Sept 24 -Oct. 9, 2023 
  2. Approve payroll for the period for Oct. 26- Nov. 10, 2023 
  3. Approve Treasure's Report for October 2023 
  4. Approve the minutes for the City Council on Oct. 23, 2023

    Motion made by Swemline to approve items 1, 2, and 3. Seconded by Alderman Shady-Dahl. Roll Call: Aldermen Shady-Dahl, Goodrum, Jones, Swemline, and Dooley. Aldermen Painter, Stablein, and Lack were absent. 5 yes and 3 absent motion passed. 

OLD BUSINESS: 

  1. Approve rental of the Clubhouse Thursday, March 7th, 2024 from 4:30 p.m. to set up, dance is from 6-8 p.m. and would like to clean up after. It is the Girl Scouts reward, they service Colona, Silvis, East Moline, Hampton and Carbon Cliff Area.

    Motion made by Alderman Swemline to approve the rental for free. Seconded by Alderman Goodrum. Roll Call: Aldermen Goodrum, Jones, Swemline, Dooly and Shady-Dahl voted 7 yes, Aldermen Stablein, Painter, and Lack were absent. 5 yes and 3 absent motion passed. 

NEW BUSINESS: 

  1. Approve KINGRACING LLC. at 5448 Poppy Garden Road, for Auto repair in their building on the property. It is a service based business. Motion made by Alderman Jones to approve the business license for KINGRACING, seconded by Aldermen Swemline. Roll Call: Aldermen Jones, Swemline, Dooley, Goodrum and Shady- Dahl. Voted yes. Aldermen Lack, Stablein, and Painter were Absent 5 yes 3 absent Motion passed. 
  2. Approve Ordinance 0-23-11 authorizing the execution of the IML/RMA minimum/maximum Contribution Agreement, 01/01/2024 ending 01/01/2025 & amendments Authorizing Mayor & Treasure to sign agreement.

    Motion made by Alderman Jones to Approve Ordinance 0-23-11 seconded by Alderman Shady-Dahl. Roll Call: Aldermen Swemline, Dooley, Shady-Dahl, Goodrum, and Jones voted yes, Aldermen Painter, Lack, and Stablein were absent. 5 yes 3 absent motion passed.

  3. Approve Ordinance 0-23-12 vacating a portion of 1st street located within the City of Colona. Not enough Council members to vote on as this needs 3/4 of the vote.

    Motion made by Alderman Swemline to table this to next Council meeting on Nov. 13. Seconded by Alderman Goodrum. Roll Call: Aldermen Shady-Dahl, Goodrum, Jones, Swemline, and Dooley voted yes, Aldermen Stablein, Lack, and Painter were absent. 5 yes 3 absent motion passed. 

  4. Approve IDNR (Hennepin Canal) Lease Agreement and Authorizing the Mayor to execute Agreement of 5 year lease. 

    Motion made by Alderman Shady-Dahl to approve the Lease Agreement seconded by Alderman Dooley. Roll Call: Aldermen Dooley, Shady-Dahl, Goodrum, Jones, and Swemline voted yes, Aldermen Painter, Lack, and Stablein were absent 5 yes 3 absent. Motion Passed. 

ADJOURNMENT: 

Motion made by Alderman Swemline, seconded by Alderman Dooley Roll Call: Aldermen Goodrum, Jones, Swemline, Dooley, and Shady-Dahl voted yes Aldermen Painter, Lack, and Stablein were absent. 5 yes 3 absent motion passed. Adjourned at 6:50p.m.
