City of Colona City Council met Nov. 13.

Here are the minutes provided by the council:

CALL TO ORDER: 6:00 p.m.

ROLL CALL:

MINUTES

Mayor Ropp, Aldermen Dooley, Stablein. Swemline, Lack, Jones Painter, Clerk Jones, Chief Swemline, PWD Stephens, Treasurer Legare Aldermen Goodrum, Shady-Dahl, and Atty. Wright absent.

PUBLIC COMMENTS:

1. Andrea Toney: #2 Maple Court. We are here trying to figure out what is going on with our street. (Maple Court) We went to the Court House today (11-13-23) talked to a lot of people GSI guy we got maps showing our street in the city, you can't just take a street out of your city, you have to follow a chain of order. You were asking for something stamped or official paperwork. They don't stamp paperwork or maps in things like this. They annexed in to the City of Colona was the (Village of Colona) in 1975. She showed a Utility bill to council members for the Water bill, we get the bill and we pay the bill. She also showed council her tax bill, and we pay Colona Township, Colona Fire District, Colona road District, Colona Library, and City of Colona, City Taxes. Here is proof that the City was aware of the illegal hook up with three (3) meters under our house in 1989, a lien was placed on someone on Maple Court property, stamped with seal. (Must be with the Village of Colona we became City of Colona in 1997.) Our road is dangerous, we have to slow way down to turn in to the road because of huge pot-holes that will bottom out the car. She also said her husband called 911 non-emergency number and asked if he called 911 for her who would respond, they said the City of Colona. Please think about all these things. She said Thankyou and Mayor responded with a Thank you.

2. Jeremy Toney: #2 Maple Court. I have been down here (to City Hall) 2 times on my own time to try to get information. Understand, and I am being recorded because it is needed, and by Law we can use and it will be used. In 2016 an issue with illegally run water lines under his house affecting two now three homes all of his family. His wife has had a double lung transplant. She needs emergency services, the road needs to be taken care of. We have proved to you, here's the funny thing, I am going to educate you people here, and I don't think they are up date. I spent the last 6 years in cyber security, you are asking for a seal to prove this road is in City Limits. The government will not allow anything that is false to be posted on .gov. As one man to another man, I am asking you to step down as Mayor because you are not an honest man. Jeffery Wright needs to step down too because he is not here in Colona's best interest.

When I come in to Colona and ask about my Mayor the people who work for the City of Colona they can't tell me anything and about him. Does he have an 8th grade education or a degree in computer science? What are we doing here? In conjunction let's compare ourselves to Geneso, do we want to be there or are we going to stay back here and not go anywhere? We have people running this place like this? Can I get it by votes? Don't know why someone younger didn't run. A Government document uploaded on a Federal site supports that the street is in City Limits.

15 years ago, Mike you may remember, a woman had slowed way down to turn into the road and got hit and her baby died. That was a tragic accident. I fought in 2016 - I have every phone call record of every person I talked to then up to until now, I was put off by the Mayor then, told by this Mayor now that something would be done, I thought he was a good man, nothing has been done. Mayor is recorded on tape with Atty. Wright listening to lies. Was hoping to settle this out of court, I have proof a document that City of Colona was aware if the illegal water hook up before he moved in in 2016. Mayor said he would address it, he has not. Someone told me to get anything done by the City was to sue them in court. Do you want to have that done, things will get worse when it goes to court. Mayor said to wrap it up, he did so Mayor Thanked him. 3. Jennifer Hillman # 3 Maple Court, I have been talking about the road since

December of 2022. Gave you all numbers and documentation and asked you to consider everything that was given to you and do your due diligence and check things out. County came out and put some rock in the turn off on their (County's) property, said they would lean on the City to fix. It is not my intention to take this to court, I just want you to be fair and it should not be a decision of just the Mayor, you all have a vote and we elected you to represent us. It should not be a one man show. Do what is right.

ZOOM MEETING: Flock camera presentation (had some problems with zoom. Mike Swemline got it going.) Chief Swemline will put a packet of cost & slide show to send to Council members for hard copy information.

MAYOR'S REPORT:

Cleaning out wet wells, dry wells, in case of digester break down, City would have to by-pass the WWTP to put in wells so as to try not to put out the residents.

Removed trees, put down rock to make a path to access water sample's for testing. Mayor can fill you in on more if anyone has questions.

Clerk's Report: none

Committee reports:

Public safety read their report, Public Works read their report, and Finance/ Admin reported on Oct. meeting, these things are all attached to the minutes. Consent Agenda:

1. Approve payment of bills/ vender report for period of Oct. 24th- Nov. 13th, 2023

2. Approve payroll for the period of Oct. 26th-Nov. 13th, 2023

3. Approve Treasure's Report for October, 2023

4. Approve minutes from Oct. 23, 2023 City of Colona Council meeting.

Motion made by Alderman Stablein to accept items 1 - 4, Seconded by Alderman Swemline. ROLL Call: Aldermen Painter, Jones, Swemline, Lack, Stablein, and Dooley voted yes Aldermen Shady-Dahl and Goodrum were absent. 6 yes 2 absent motion passed

OLD BUSINESS:

1. Approve Ordinance #0-23-12 Vacating a Portion of a Street located within the City limits.

Motion made by Alderman Lack to table due to needing 3/4 of the vote to pass, Seconded by Alderman Stablein. ROLL Call: Aldermen Jones, Lack, Swemline, Stablein, Dooley voted yes. Aldermen Goodrum and Shady-Dahi were absent. 6 yes 2 absent motion passed.

New Business:

1. Approve Becker and Becker Plumbing, business license. Cory Bullock at 111Walnut Lane. Hours are 8-4 Mon - Fri. Plumbing and Havc. Motion made by Alderman Stablein to approve business license for Becker & Becker, seconded by Alderman Dooley. ROLL Call Aldermen Lack, Swemline, Stablein, Jones, Painter, and Dooley voted yes. Aldermen Shady-Dahl and Goodrum were absent. 6 yes 2 absent motion passed.

2. Approve Macey Patterson request for a discount of $100.00 for the Club House Rental for a 501 (3) (C) IOU (9-10) Moline Blackhawk Baseball Team. They are a public Charity. She has already paid the full amount for Dec. 3rd, 2023 4 hours for a Holiday Gathering. Motion made by Alderman Dooley to approve the discount, seconded by Alderman Swemline. ROLL Call: Aldermen Dooley and Swemline voted yes Aldermen Stablein, Lack and Painter voted no, Alderman Jones Abstained, Aldermen Goodrum and Shady-Dahl were absent. 2 yes, 3 no, 1 abstain 2 Absent Motion Failed.

3. Approve Development Agreement by and Between City of Colona, And Glazed Doughnuts & Coffee, LLC. And Authorize the Mayor to execute the Agreement.

Motion made by Alderman Stablein to approve the agreement with City of Colona And Glazed Doughnuts & Coffee LLC. Seconded by Alderman Jones. ROLL Call: Aldermen Swemline, Stablein, Dooley, Painter, Jones, and Lack. Voted yes Aldermen Shady-Dahl and Goodrum were absent. 6 yes 2 absent Motion Passed.

4. Approve Ordinance #0-23-13 approving a redevelopment agreement By and between the City of Colona and Glazed Doughtnuts & Coffee, LLC.

Motion made by Alderman Lack to approve Ordinance #0-23-13 Redevelopment Agreement by and Between City and Glazed Doughnuts LLC, Seconded by Aldermen Dooley. ROLL Call: Aldermen Stablein, Dooley, Painter, Jones, Lack, And Swemline voted yes Aldermen Shady-Dahl and Goodrum absent. 6 yes 2 absent Motion passed.

5. Approve Intergovernmental Agreement between Henry County Tourism Bureau and the City of Colona, Illinois. To fund a Tourism Director at a cost of $2,500.00 per year for three years.

Motion made by Alderman Swemline to approve the intergovernmental Agreement with Henry County Toursim Bureau to hire a Director, seconded by Aldermen Painter. ROLL Call: Aldermen Stablein, Dooley, Painter, Jones, Lack, And Swemline voted yes. Aldermen Goodrum and Shady-Dahl were absent. 6 yes 2 absent Motion passed.

6. Approve the appointment of Brian Johnson to the Police Pension Board.

Motion made By Alderman Stablein to approve the appointment of Brian Johnson to the Police Pension Board. ROLL Call: Aldermen Dooley, Painter, Jones, Lack, Swemline, and Stablein voted yes. Aldermen Shady-Dahl and Goodrum were Absent. 6 yes 2 absent Motion Passed.

7. Approve the Appointment of John (Jack) Frajman to replace Judge Hammer's retirement @ $150.00 per hour Port to Port Stating Jan. 1st, 2024

Motion made by Alderman Lack to approve appointment of John (Jack) Frajman. At a rate of $150.00 per hour Port to Port as of Jan. 1st, 2024. ROLL Call: Aldermen Painter, Jones, Lack, Swemline, Stablein, and Dooley voted yes. Aldermen Shady-Dahl and Goodrum were absent, 6 yes 2 absent Motion passed.

Closed Session:

5 ILCS 120 SECTION C EXCEPTIONS:

Atty: Wright was out sick. Closed session was cancelled by Mayor Ropp.

ADJOURN: Motion to adjourn by Aldermen Stablein, seconded by Alderman Lack. Mayor called for a voice vote All ayes of those in attendance 6 ayes 2 absent.
