City of Geneseo City Council met Jan. 9.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, January 9, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT:

Council Bob James, Council Brett Barnhart, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT: Council Craig Arnold

STAFF PRESENT:

Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

6 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7 Mayor's Comments

Mayor Johnson gave kudos to Public Works and to every employee that assisted in plowing during the snow event that happened on 01/09/2024 adding they did a remarkable job.

8 City Council Comments

Alderman Swanson thanked City Administrator Maeglin and Police Chief Disterhoft on the quick response pertaining to his concern about vehicles going over the speed limit in his neighborhood.

9 City Administrator's Comments

- Alderman for a Day Program Introduced

- CA & Chief Review Process

City Administrator Maeglin spoke to council about the Alderman for a Day Program that will take place in April. Four council members will partner up with a high school student that would be interested in being part of the program for a day.

City Administrator Maeglin spoke to council about his and Chief Disterhoft's review on 02/13/2023, adding City Clerk Seibel will send out an email with questions for Council to answer, it would be appreciated if all Council participates. Alderman Kennett advised that this is important for all Alderman to participate in.

10 Finance Director Comments

10.1. Treasurer's Report and Capital Asset Reports as Submitted.

Director of Finance Matthews gave her Treasurer's report.

Director of Electrical Operations Rowold gave his report.

Director of Public Works gave his report, adding there will be in presentation soon pertaining to Red Zone.

Brett Barnhart moved, seconded by Kent Swanson, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

11 APPROVAL OF PREVIOUS MINUTES

No consent agenda as the City did not hold a COW meeting in December.

11.1. Approval of Previous City Council Minutes

Martin Rothschild moved, seconded by Keith Kennett, Motion to approve the December 12, 2023 Special and Regular City Council Meeting Minutes.

RESULT: Carried

12 Administration

12.1. South Water Tower Lease with the Henry County Emergency Telephone System Board

City Administrator Maeglin brought to council for consideration and approval, a lease with Henry County ETSB to add Starcom Radio Equipment to the South Water Tower, including a 11x16 shed to hold the equipment. With Council's approval the lease agreement would be $1,500/month, Maeglin advised that the Henry County Board approved the dollar amount, pending council's agreement. Maeglin advised the revenue would be applied to the Water Dept Maintenance Funds.

A Q&A was has between Council and Chief Disterhoft about the emergency radio equipment.

Martin Rothschild moved, seconded by Bob James, Motion to approve the South Water Tower Lease between the City of Geneseo and the Henry

County ETSB.

RESULT: Carried

12.2. Facade Grant - Geneseo Communications

City Administrator Maeglin advised council of the Facade Dowtown TIF for Geneseo Communications, that was previously passed at the Plan Commission Meeting on 01/04.

Kent Swanson moved, seconded by Bob James, Motion to approve the application for a Facade Improvement Grant from Geneseo Communications, up to $10,000 in reimbursable expenses.

RESULT: Carried

13 Payment of City and Utility Bills

13.1. Approval of City bills

A Q&A took place between Alderwomen Simosky and Finance Director Matthews. Kent Swanson moved, seconded by Paula Simosky, Motion to approve the City Bills as presented.

RESULT: Carried
