Members of the Public are permitted to speak after standing and stating their names. Anyone wishing to make public comment will need to sign in on the public comment sign-in sheet. Public comment will be limited to 3 minutes per person, per subject. Park Board response to public comment is not required.

APPROVAL OF MINUTES AND CONSENT AGENDA
Approval of minutes and all items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for The Project of the Quad Cities to utilize a portion of Ben Butterworth Parkway for their Pride 5K. The event is to be held on Saturday, June 15, 2024, from 8:00am to 9:30am. Supporting information and special consideration requests are detailed on the Special Use Application.
3. Consideration of a Special Use Application for the Moline Conservation Club to utilize Riverside Park Pond for their annual Kids Fishing Rodeo. The event is to be held on Saturday, June 1, 2024, from 8:00am to 12:00pm. Supporting information and special consideration requests are detailed on the Special Use Application.
4. Consideration of a Special Use Application for Pregnancy Resources to utilize Ben Butterworth Parkway for their annual Walk for Life. The event is to be held on Saturday, September 7, 2024, from 9:00am to 10:30am. Supporting information and special consideration requests are detailed on the Special Use Application.
5. Consideration of a Special Use Application for Iowa Scholastic Mountain Bike Series to utilize Sylvan Island for their Scholastic Mountain Bike Race. The event is to be held on Saturday, May 18, 2024, from 7:00am to 3:00pm. Supporting information and special consideration requests are detailed on the Special Use Application.
OMNIBUS VOTE
NON-CONSENT AGENDA ITEMS
1. Approval of the Parks & Recreation Master Plan Update. (Eric Griffith, Director of Parks & Recreation)
Explanation: As part of the 2024 Capital Improvement Budget MSA Professional Services was hired to complete an update to the 2014 Moline Parks and Recreation Master Plan. Through public input and staff recommendations, the plan is now completed.
Staff Recommendation: Staff recommends approval. Fiscal Impact: Projects will be budgeted accordingly.
2. Project #1466 Riverside Parking Lot Phase 2. (Eric Griffith, Director of Parks & Recreation)
Explanation: Staff recommends approval for a contract with Valley Construction Company for Riverside Parking Lot Phase 2, which includes finishing the parking lot along the mausoleum road and asphalt overlay of the road in the pioneer cemetery (between the one ways). The project has an anticipated completion date of Memorial Day Weekend of 2024.
Staff Recommendation: Staff recommends approval.
Fiscal Impact: The total with the alternate is $381,438.40 and a total of $425,000 is budgeted in the 2024 Capital Improvement Budget.
