Rock Island County Board Committee of the Whole met Feb. 14.

The Committee of the Whole of the Rock Island County Board met at the above date and time in the Board Chambers on the third floor of the Rock Island County Building at 1504 Third Avenue, Rock Island. Meeting Minutes as Follow:

Call to order and roll call

Vice-Chairman Vyncke called the meeting to order at 5:33 PM.

Members Present: Chairman B. Vyncke, R. Morthland, M. Moreno-Baker, L. Burns, L. Moreno, P. McNeil C. Enburg, D. Mielke, D. Adams, R. Brunk T. Foster, B. Perkins, E. Dewith, K. Swanson, R. Simmer, J. Woods

Members Absent: E. Sowards, C. Layer, B. Westpfahl

Others Present: A. Palmer, R. Berger, D. Hart, J. Grafton

Public Comment

Vice Chairman made three calls for public comments; No requests for public comment

Approval of January 2024 Meeting Minutes

Condition of Funds Report

Ms. Palmer presented her Condition of Funds Report that was received by the members via email and noted the highway fund; she noted adjustments to categories for permissions already approved by the County Board; equipment and adjustments. Movement of money could still be done before the auditors start in March and from Motor fuel tax to the highway fund. She stated she would monitor that fund. She noted 60 days after year end had passed for old fiscal year, however, she noted large payments would be done on the front end through February per the external auditors. She noted some changes were still ongoing before trial balance and other documents would be handed to the external auditors.

Finance and Personnel Committee Report

Given by Chairman Moreno

Mr. Westpfahl asked about the justice center and asked the sheriff; if the problem would be fixed. Sheriff Hart noted the summary provided included steps already taken to get to this point and spoke with Legat noting that they had a vast knowledge of these types of issues and the exact type of work. €

Committee member opportunity for brief comment

Chairman Brunk noted the Gettysburg Address plaque was carefully removed by sheriff’s dept. and delivered to the joint manufacturing center at the arsenal for refurbishment.

Dr. Moreno welcomed Mr. Perkins back and wished everyone a happy Valentine’s Day.
