The Plan Commission of the City of Geneseo was called to order on Monday, April 1, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
PLAN COMMISSION PRESENT: Plan Commission Joe Bedford, Plan Commission Rhonda Ludwig, Plan Commission Morgan Thurman, and Plan Commission Julia McAvoy

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the Board at this time.
City Administrator Maeglin spoke to the Plan Commission members about the sudden loss of Plan Commission member Russ Marshall after a brief battle with cancer. He thanked Russ for this service while being on the Plan Commission Board and that our thoughts are with his family.

5.1. Open the Public Hearing
Public member Beverly Lamb spoke to the Plan Board about her support to have 225 E Park St re-zoned adding that she would just like for the building to be sold and occupied.
Joe Bedford moved, seconded by Rhonda Ludwig, Motion to open the public hearing for public input on the application from Michael & Marjorie Snyder for the Re-Zoning of 225 E Park Street from R-2 to R-3.

6.1. Open the Public Hearing
Craig Anderson, a nearby resident expressed his concerns with public travel, and utility hookups.
A Q&A took place between Anderson and City staff, City Inspector Rick Mills to explore private nature aspect if approved by Plan before going to Council.
Joe Bedford moved, seconded by Rhonda Ludwig, Motion to open the public hearing for input into the application from Hammond Henry Hospital for a conditional use permit to construct a maintenance building, apartments, and a parking lot on parcels commonly known as 203 & 204 Melvin Lane.

7.1. GWK Pegasus Facade Improvement Grant
City Administrator Brandon Maeglin spoke to Plan Board about the Pegasus Facade Grant.
Julia McAvoy moved, seconded by Rhonda Ludwig, Motion to recommend to the City Council approval of a Facade Improvement Grant for GWK-Pegasus of up to $9,235.53.

Brandon Maeglin spoke to the Plan Board about the final approval/denial for the multi-message sign permit to replace the manual sign for the Super-wash with allowable limits.
Rhonda Ludwig moved, seconded by Joe Bedford, Motion to approve a permit for a multiple message sign for Geneseo Super Wash Inc. at 810 W. Main Street, mandating that the construction of the sign comply with all provisions of MMS Regulations: sec 40-157 in the Code of Ordinances.

City Administrator Maeglin spoke to the Plan Board about the permit for a multi message sign adding the dimensions submitted in the application are over the allowable dimensions for the sign face.
A Q&A took place between Plan Board and City Staff.
Joe Bedford moved, seconded by Julia McAvoy, Motion to approve a permit for a multiple message sign for Tower Rental 1000 W. Main Street, mandating that the construction of the sign comply with all provisions of MMS Regulations: sec 40-157 in the Code of Ordinances.

City Administrator spoke to Plan Commission about the re-zoning of Stackhouse Moore Funeral Home with plans to convert to a single family residence along with one apartment.
Maeglin advised it is staff's recommendation to consider a conditional use permit under the current ordinance, adding there would be no need to re-zone given the plans that were submitted by the Snyder's.
Rhonda Ludwig moved, seconded by Joe Bedford, Staff Suggested Motion:
Motion to recommend to City Council approval of a Conditional Use Permit in R-2 for 225 E Park Street, allowing for the property to be used as a two family (duplex) dwelling.

City Administrator Maeglin spoke to Plan Board about the conditional use permit in the R-2 residential district. The hospital would like to build two apartments for employees associated with HHH. They would not be rented to the general public. The other part of the building would be storage for equipment, along with additional parking for the hospital.
Discussion ensued about the private nature of Melvin lane.
Julia McAvoy moved, seconded by Rhonda Ludwig, Motion to recommend to the City Council the approval of a R-2 conditional use permit for Hammond Henry Hospital to construct a 76 x 40' structure, including two residential apartments along with a maintenance garage, along with a parking area no larger than 70' x 58', allowing for a 15' setback on the rear of the building and a 10' setback on the east side of the building. All other building codes and standards shall be followed, as established in the code of ordinances, on the lots commonly known as 203 & 204 Melvin Lane.
