The Regular Council of the City of Geneseo was called to order on Tuesday, April 9, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse
COUNCIL ABSENT: Council Paula Simosky

8 City Council Comments
Councilman Kennett gave Kudos to the Geneseo Police Dept. for helping parents reconnect with their children at the 2024 VFW Easter Egg Hunt. Adding that there was more of a turnout than anyone expected, and overall was a nice event with the helicopter being a big hit.
9 City Administrator's Comments
- Spring Curbside Cleanup - 05/06 - 05/09
- July 4th Thrill on the Hill with a rain date of July 5th.
City Administrator Maeglin advised council the solar project will be back on the agenda as soon as Adam Simon, our legal counsel from Ancel Glink is done reviewing contracts and making alterations in coordination with city staff.
City Administrator added that the mayor's holiday tree discussion will be included on the upcoming 04/23/24 agenda.

10.1. Treasurer's Report and Capital Asset Reports as Submitted.
Finance Director Jamie Matthews gave the Treasurer's and Capital Asset reports. Director of Electrical Operations Rowold gave his report.
Public Works Director VanDeWoestyne gave his report.

13 Administration
13.1. Bi-State Regional Commission: Member Services Update with Bryan Schmid
Brian Schmid with Bi-State Regional Commission spoke to council about things that are included with our current membership, and tools that can and have been utilized, including our interactive zoning map on the City website, paper map production, grant writing, organizing legislative days to discuss our initiatives with state reps, etc.
A Q&A took place between City Council and City Staff.

13.2. Conditional Use Permit Approval: 225 E Park Street
City Administration Maeglin spoke to council about the conditional use permit in R 2 for Stackhouse-Moore Funeral Home. The new owners have proposed to convert the property back to a single family residence with one apartment.
Brett Barnhart moved, seconded by Craig Arnold, Motion to approve a Conditional Use Permit in R-2 for 225 E Park Street, allowing for the property to be used as a two family duplex dwelling.

City Administrator Maeglin spoke to council about the Facade Improvement Grant application submitted by Pegasus, for a reimbursement to their awning that was damaged during the snow event this past January. The Plan Commission recommended this measure on to Council to be approved.
James Roodhouse moved, seconded by Bob James, Motion to approve a Facade Improvement Grant for GWK-Pegasus of up to $9,235.53.

City Administrator Maeglin spoke to council about the burn permit application submitted by Bryan Miller to burn on his property consisting of 17.67 acres of land. The Zoning Board of Appeals passed onto Council to be approved.
Brett Barnhart moved, seconded by Craig Arnold, Motion to approve the variance application for 811 S Stewart to conduct a burn on the A zoned land.

City Administrator Maeglin spoke to council about the conditional use permit application submitted by Hammond Henry to Construct a 76'x40' building north of the main campus as well as a parking area.
Craig Arnold moved, seconded by Bob James, Motion to approve a conditional use permit for Hammond Henry Hospital to construct a hospital accessory building and parking lot, as recommended by the Plan
Commission, on the lots commonly known as 203 & 204 Melvin Lane in Geneseo, with all ingress/egress points coming from HHH's current parking lot, to the south of the proposed development.
