Rock Island County Board will meet July 16.

Here is the agenda provided by the bord:

1. Call to order and roll call

2. Invocation Johnnie Woods

3. Pledge of Allegiance Porter McNeil

4. Public Comment

5. Approval of the Minutes from the June 18th 2024 County Board Meeting

6. Consider Proclamation declaring July 28th SGT. Dorance R. Johnson Day in Rock Island County.

7. Consider Finance and Personnel Committee Reports and Requests

a. Consider Secure Parking for county vehicles at a cost not to exceed $65,000

b. Consider State Mandated Cost of Living Adjustments for the States Attorney, Public Defender and Sheriff.

c. Consider Justice Center Masonry Building Improvements at a total cos of $503,078.00 --$190,00.00 from the FY2024 Sheriff’s Budget and $313,078.00 from ARPA

d. Consider Appointment of Matt Miller as the County Engineer

e. Consider new roof and ceiling repair for 4347 Kennedy Drive funded by ARPA, with a total project cost not to exceed $28,137.00

f. Consider Transfer of Appropriations

g. Consider Appropriation Resolutions for funds

h. Consider Claims for FY2024 in the amount of $1,287,167.81

i. Consider Treasurer’s Disbursements for FY2024 $4,745,687.38

j. Consider Board Member Per Diem/Mileage

8. Consider Governance, Health and Administration Committee Report and Requests

a. Consider Ordinance 2024-07-A, an ordinance updating the verbiage on the fees for class H & I Liquor Licenses.

9. Consider Public Works & Facilities Committee Report and Request

A. Consider request to close a portion County Highway 59 for a Firemen’s Festival put on by the Illinois City Buffalo Prairie Fire Department.

B. Consider Zoning Board of Appeals cases:

a. RZ-24-106 Doug & Amy Zdansky AG-2 & SE-2, to SE-1 BH

b. RZ-24-107 Kristopher Massa AG-2 to SE-1 HA

10. Consider Chairman’s Appointments

Coyne Center Fire Protection District Board Appointment: Melanie Hamerlinck to expire 5/1/2026

Illini Hospital District Board. Reappointment: Luis Puentes. Term to Expire 7/30/27.

Illini Hospital District Board. Reappointment: James L. Grafton. Term to Expire 7/30/27.

Illini Hospital District Board. Reappointment: Paris Fotos. Term to Expire 7/30/27.

11. The County Board may enter in Closed Session for the following:

o 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

o 5 ILCS 120/2(c)(5). The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired

o 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

o 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

12. Consider Action as necessary based on Closed Session
