City of Geneseo City Council met June 11.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, June 11, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, and Council Keith Kennett

COUNCIL ABSENT: Alderman James Roodhouse

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

5 Chamber of Commerce Report

Chamber Director Sullivan gave the Chamber report.

Sullivan gave a presentation on the past, current, and future projects along with conferences he has been able to attend on the Chamber's behalf.

City Engineer Rains gave the monthly engineering report.

7 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Kathy Nelson spoke to council about the concerns she has as the 4th of July celebrations are approaching. She advised that she is not opposed to the celebration of the 4th itself and she would like for everyone including her neighbors to have fun and enjoy the holiday, but with consideration of neighbors and safety.

10 City Administrator's Comments

-Building/Trades Apprentice Program

-Friday 06/14 @ 11AM - DAR Boulder Re-Dedication

City Administrator Maeglin spoke to council about the Building/Trades Apprentice Program advising the participants have to be at least 18 years of age, and this program does include stipends.

Maeglin would like to see as many of the elected officials as possible to attend the DAR boulder Re-Dedication on Friday, June 14th at 11 am.

11 Finance Director Comments

Finance Director Matthews gave the Treasurer's, Budget Book, and Capital Assets report.

A Q&A took place.

Director of Electrical Operations Rowold gave the Electric Captial Assets report Director of Public Works VanDeWoestyne gave the Public Works Capital Assets report. City Engineer Rains advised that he met with VanDeWoestyne and Mayor Johnson about completing the State St. project with limited disturbances. The plan is to phase out the staging in the bid docs, having the selected contractor complete from Park St. to the south side of Palace before the winter weather hits this year. The second stage will take place beginning in the Spring of 2025.

11.1. Treasurer's Report and Capital Asset Reports as Submitted.

14.1. 2023 Audit Presentation

Wipfli Senior Manager Josh Faivre gave the 2023 audit presentation, adding there were no findings and this was a clean audit.

14.2. Appointments to Police Pension & Police Commission Boards

City Administrator Maeglin advised council of the reappointments given by the Mayor for the Police Pension & Police Commission Boards.

14.3. O-24-03: Amendments to Chapter 40 - Zoning Administration & Enforcement

City Administrator Maeglin gave council a recap of the discussion from the COW meeting about combining the Plan Commission Board and Zoning Board. No further discussion was had.

Alderman Arnold thanked the Junior Alderman for coming in and participating.

Alderman Barnhart agreed, and then raised a question of why there is no sidewalk in front of the North Cemetery.

Alderman Barnhart asked that if anyone has complaints about fireworks this year, to please reach out to PD while the potential violation is taking place.
