Mayor Rayapati called the meeting to order at 6:00 p.m. in Council Chambers.

Board Appointments
Mayor's reappointment of John Knaack to the Moline Park and Recreation Board for a full 5-year term to expire May 31, 2029.
Mayor's reappointment of Bill Abel to the Moline Park and Recreation Board for a full 5-year term to expire May 31, 2029.
Mayor's appointment of Rochelle Carlin-Krueger to the Rock Island County Metropolitan Mass Transit District (MetroLINK) Board of Trustees to fill the unexpired term of Sam McCullum to expire November 30, 2027.

Questions on the Agenda
Mayor Rayapati let Council know that items 15.1 through 15.5 were presented at the June 4, 2024 Council meeting as second reading but they should have been listed as first reading. They will be presented this evening for second reading and approval.
Agenda Items
8.1 A Resolution approving the renaming of “East End Park” to “O’Brien Park” in memory of Pat and Cecilia O’Brien. Bob Vitas, City Administrator, shared that it is an honor to recognize Pat O’Brien for his service to the City, State, and Rock Island County and to Cecilia O’Brien for her service to Rock Island County and the School Board. They spent a lifetime dedicating and volunteering their time and energy to better the Quad Cities community. Vitas shared that this is a great honor to bestow on their family. The sign should be completed by the end of August 2024 and will be unveiled in September 2024 with the O’Brien family present. A motion was made by Alderperson Schmidt to approve. Seconded by Alderperson Finch. Motion passed unanimously.
8.2 A Resolution authorizing the creation of the position of Facilities Manager, together with any required adjustments to the compensation and classification plan. Bob Vitas, City Administrator, shared that the Facilities Manager is a newly created position which was a part of the Fleet and Facilities Manager position held by Sarah Mark. In 2023, the City retained the services of Strategic Government Resources to complete an evaluation and assessment of the Public Works operations. One of the recommendations was to split the responsibilities between a Facilities Manager and a Fleet Manager. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Razzaque. Motion passed unanimously.
8.3 A Resolution endorsing the nomination of the Skelly Service Station located at 820 5th Avenue, Moline, Illinois for inclusion in the National Register of Historic Places. Bob Vitas, City Administrator, reported that staff endorses the longstanding efforts of lifetime resident Felix Vallejo of Moline, from the Floreciente neighborhood, and recognized his efforts to restore the Skelly Service Station
and have it included in the National Register of Historic Places. It is locally recognized by the City. City Council approval is the final step to recognize the efforts of Felix Vallejo. A motion was made by Alderperson Macias to approve. Seconded by Alderperson Razzaque. Mayor Rayapati encouraged Council to take a tour of the facility when it is offered by Vallejo. Motion passed unanimously.
8.4 A Resolution authorizing the Chief of Police, on behalf of the City of Moline, to execute an Intergovernmental Agreement between the Quad City Metropolitan Enforcement Group and the Moline Police Department, setting forth the terms and conditions for agency participation, thereby enabling the Moline Police Department to engage in a cooperative effort in criminal investigations, particularly involving multi-jurisdictional illegal drug trafficking, gun trafficking, human trafficking, violent crimes, and the use and distribution of controlled substances. Darren Gault, Chief of Police, shared that the Quad City Metropolitan Enforcement Group (QCMEG) has been in existence since 1973. The City of Moline Police Department has participated in QCMEG since its inception. Gault shared that this has not been able to be staffed the last few years but he is hopeful that as the staffing rebounds, someone will be staffed for the role. The Intergovernmental Agreement is an annual requirement by the State. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Timion. Motion passed unanimously.
8.5 A Resolution authorizing the Chief of Police, on behalf of the City of Moline, to execute a Memorandum of Understanding between the Rock Island County Drug Court and the Moline Police Department, setting forth the roles and expectations for agency participation. Darren Gault, Chief of Police, reported that this project arose through the Police Department’s podcast series. There is a Drug Court Board and the Board invited a staff member of Moline to join. The Rock Island County Drug Court was formed in 2000 and became a certified problem-solving court by the Illinois Supreme Court in July 2017. There is no fiscal impact other than the staff member’s time to attend the meetings. A motion was made by Alderperson Timion to approve. Seconded by Alderperson Razzaque. Motion passed unanimously.
8.6 A Resolution approving the amended 2024 Capital Improvement Plan and the 2025-2027 Capital Improvement Plan as presented during the Roundtable Discussion at the City Council Meeting held on June 11, 2024. Bob Vitas, City Administrator, reported that staff is recommending approval of the amendments to the 2024 Capital Improvement Plan as well as the projected 2025 through 2027 Capital Improvement Plan. A motion was made by Alderperson Razzaque to approve. Seconded by Alderperson Finch. Discussion held. Motion passed unanimously.
8.7 A Resolution authorizing the Mayor and City Clerk to execute and attest to acceptance of a Traffic Signal Easement related to Project #1468, John Deere Seeding Pedestrian Crossing Traffic Signal Installation, 416 and 501 River Drive. Bob Vitas, City Administrator, reported that the John Deere Company has requested, and is funding the cost of, the pedestrian crossing signals at the two locations identified. It is a 66-foot-wide curb-to-curb distance. Staff is recommending approval. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Razzaque. Motion passed unanimously.
8.8 A Resolution authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Finney’s of Moline, LLC dba River House Bar & Grill for use of public right-of way for use of the Historic Block Courtyard for the outdoor service of alcoholic liquor and food in conjunction with “Chillin’ in the Courtyard,” on Saturday, August 10, 2024, and Saturday, September 14, 2024. Bob Vitas, City Administrator, reported that staff is recommending approval of the resolution to reactivate the use of the Historic Block Courtyard. Kirk Marske, Moline Centre Manager, has worked out the details on this. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Macias. Motion passed unanimously.
Informational
9.1 Sidewalk Snow Removal Program. Denver Schmitt, Director of Public Works, shared information on ways the City can address sidewalk snow removal. Schmitt is considering introducing a sidewalk snow removal pilot program which is a voluntary program to assist those in need of assistance in removing the snow from their sidewalks. There will be coordination with the Public Works department. Discussion held. See document attached for more information.

Miscellaneous Business
Mayor Rayapati shared that she will be out of town the rest of the week to attend the 92nd Annual Conference of Mayors. Mayor noted that Alderperson-At-Large, James Patrick Schmidt or Mayor Pro Tem, Alderperson McNeil will be the contacts while she is away. Mayor Rayapati recognized and gave appreciation to Eric Griffith, Director of Parks and Recreation, and all of the Parks and Recreation team for managing the unexpected surprises with the pool opening.
Alderperson Razzaque reminded everyone in attendance that he is hosting a ward meeting at City Hall on Wednesday, June 19.
Alderperson Timion indicated he walked in the Pride 5K last week and expressed appreciation that the community is welcoming and inclusive of all types and it is a safe environment.
Alderperson McNeil thanked staff members who attending his ward meeting at the Coffee Pancake House on Wednesday, June 12.
Bob Vitas, City Administrator, reminded Council that the 111th Illinois Municipal League (IML) conference is in Chicago on September 19-21, 2024. Vitas encouraged everyone to attend. Vitas shared that he had the opportunity to attend the Illinois City County Management Association (ILCMA) conference a week ago, stating that he had an opportunity to speak with a company regarding business licensing programs. Vitas has a meeting scheduled with them for a demonstration of how the program works. There was also discussion with the company regarding locating landlords of rental housing to ensure everyone is brought into compliance with the City’s ordinance. Vitas reported that 1,443 final reminder letters as well as the waiver form were mailed on June 17, 2024, signed by the City attorney. The City expects a response no later than July 1, 2024. If there are still landlords in non-compliance, they will be going to municipal court where the City will pursue fines and penalties.
