The Committee of the Whole of the City of Geneseo was called to order on Tuesday, June 25, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, and Alderman Kent Swanson
COUNCIL ABSENT: Council Craig Arnold, Council Keith Kennett, and Alderman James Roodhouse
STAFF PRESENT: City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel

4 PUBLIC COMMENT - AGENDA ITEMS
City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.
Nadine Palmgren suggested to council members that they consider adopting Tree USA as a solution to maintain Geneseo's aesthetic appeal and address the ongoing tree management issues, such as replanting and removal. She pointed out that Bettendorf, IA successfully utilizes this program, which involves a board and volunteers to develop a comprehensive Policy Plan. Nadine emphasized that implementing such a plan could enhance Geneseo's environmental profile and increase property values by beautifying neighborhoods with trees.
She recommended that the council postpone the decision on the Tree Replanting Incentive Program. During the ensuing discussion, it was noted that there is an enrollment period for the program and that previous attempts had been made in Geneseo to implement similar initiatives.
5 MAYOR'S COMMENTS
Mayor Johnson thanked the members of the Zoning Board of Appeals and the Plan Committee for their service, specifically mentioning Morgan Thurman and Rhonda Ludwig from the Plan Commission, and Derrick Seys and Gary Joyner from the Zoning Board of Appeals.

Thrill on the Hill: 07/04/24
IML Conference: 09/19 - 09/21
City Administrator Maeglin reminded everyone of Thrill on the Hill on July 4th adding the rain date will be on July 5th. The Concert will be held on July 4th regardless, if it does rain the concert will be moved into Shelter 4.

8.1. CITY ENGINEER WATER INFRASTRUCTURE PROJECT UPDATE

E. NORTH BID OPENING - 07/08

City Engineer Rains gave the update on E. North and N. State Bid opening.
Rains advised Well #33 materials are still three to five weeks out.
8.2. O-24-04: AMENDMENT TO CHAPTER 10 - ARTICLE 3 - ALCOHOLIC LIQUOR SALES
City Administrator Maeglin spoke to council about implementing a new rider license that can be added on a Class E liquor license. He advised the rider license is a supplemental option for convenient stores to carry liquor under new requirements per the amendment to Chapter 10 that is being proposed.
Brett Barnhart moved, seconded by Kent Swanson, Motion to recommend O-24- 04 to the City Council Meeting and to place on the consent agenda.

Mayor Johnson suggested that pursuing the Tree USA program is a positive direction. However, he also believes that implementing an incentive program would benefit our residents as we explore the Tree USA program further.
A discussion took place between council members, City Staff, and Mayor Johnson.
Brett Barnhart moved, seconded by Martin Rothschild, Motion to direct staff to develop an associated application for the Tree Replanting Incentive Program and to bring back to City Council for final approval consideration.

City Administrator Maeglin advised the council of surplus property.
Kent Swanson moved, seconded by Bob James, Motion to recommend to City Council R-24-14 and to place on the consent agenda.

Director of Electrical Operations Rowold addressed the council regarding the additional amount requested, which totals $63,500 on top of the budgeted $96,500.32 for the Electric Unit #2 Generator. Rowold advised there have been issued with one of the inner - cooler air blowers on the unit.

Bob James moved, seconded by Martin Rothschild, Motion to recommend to City Council approval of the additional expenditure of $63,500 in 2024 for the Unit #2 Project, and to place on the consent agenda.
