City of Geneseo City Council met July 9.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, July 9, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT:

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

Chamber Director Sullivan gave his report.

5 City Engineering Report

City Engineer Loren Rains gave the engineering report.

Rains advised there is a typo on the report the bid date should reflect the date of 07/02/2024 not 07/22/2024.

6 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7 Mayor's Comments

Mayor Sean Johnson advised Thrill on the Hill was a remarkable event and thanked City Staff, volunteers, and VFW for their contributions.

A discussion took place about residents in Geneseo lighting off fireworks in residential neighborhoods.

10 Finance Director Comments

10.1. Treasurer's Report and Capital Asset Reports as Submitted.

Finance Director Matthews gave the treasurer's, budget book, and capital assets report.

Director of Electrical Operations Rowold gave the summary report.

Director of Public Works VanDeWoestyne gave the summary report.

A Q&A took place between council and City Staff.

Craig Arnold moved, seconded by Kent Swanson, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

City Administrator Maeglin spoke to council about the Tree Replanting Incentive Program.

Craig Arnold moved, seconded by Brett Barnhart, Motion to approve the Tree Replanting Incentive Program as presented.

13.2. Approval of R-24-15: N. State Street Reconstruction Bids: Phase #1 - Park to Wells

City Administrator Maeglin spoke to council about the North State St. reconstruction: Phase #1 Park to Wells.

A Q&A took place between council and City Staff.

James Roodhouse moved, seconded by Bob James, Motion to approve R 24-15.

13.3. Approval R-24-16: E. North Street Service Replacement Project Bids

City Administrator advised council on the bid opening that took place on 07/08/2024. Taking the lowest qualified bid awarded to McClintock.

Craig Arnold moved, seconded by Kent Swanson, Motion to approve R-24- 16.

RESULT: Carried

Kelsey Masiker proposed to council starting a City fundraiser to combat the high prices of cemetery plots.

16 move into Executive Session

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
