Rock Island County Board Committee of the Whole met July 10.

Here are the minutes provided by the committee:

The Committee of the Whole of the Rock Island County Board met on Wednesday July 10th at 5:30pm In the County Board Chambers on the third floor of the County Office Building located at 1504 3rd Avenue, Rock Island, IL Meeting minutes are as follows:

1. Call to order and roll call:

Vice-chairman Brian Vyncke called the meeting to order at 5:32pm

Members present: Richard Morthland, Melissa Moreno-Baker, Larry Burns, Dr. Luis Moreno, Brian Vyncke, Porter McNeil, Carla Enburg, Drue Mielke, David Adams, Richard Brunk, Tim Foster, Edna Sowards, Dr. Rodney Simmer, Johnnie Woods, Bob Westfpahl.

Members Absent: Bob Perkins, Enyo Dewith, Kai Swanson, Charles Layer.

Other present: States Attorney Dora Villareal, Chief Captain Jens Lape, County Auditor April Palmer, County Administrator Jim Grafton, Information Technology Director Kurt Davis, Jim Nelson

2. Public Comment: Vice-Chairman Vyncke made three calls for public comment: no request for public comment

3. Approval of the minutes from the June 12th 2024 Committee of the Whole Meeting Motion to approve as presented: Larry Burns Second Dr. Luis Moreno Voice Vote

Motion carried

4. Presentation: None

5. Condition of funds report: Auditor April Palmer gave her report to the Board

Porter McNeil questioned if the balance on the sheet for the ARPA Fund is that the cash on hand or does that include the money obligated to projects. Mr. McNeil asked if there was a one pager available. Auditor Palmer stated that those details would be available to Finance Director Ryan Berger. I just report because I balance out with the Treasurer’s cash report, so that number that is on the body of the report is the cash as of June 30th that is on hand and not paid out and does not have anything to do with obligations. The report is plain and simple, what we spent versus what we have received. Chairman Brunk stated that he had just spoken to Finance Director Ryan Brunk about the ARPA amounts as a matter of fact even this month we are still approving projects using ARPA Funds. Chairman Brunk said he would ask Finance Director Berger for an updated ARPA fund balance after this month.

6. Staff Reports: Chief Captain Lape asked how the progress on the jail door project is coming. Mr. Grafton reported it was being worked on.

7. Finance & Personnel Report:

Dr. Luis Moreno gave the Finance & Personnel report as follows:

The Finance and Personnel Committee met on 9 July 2024 at 8:30am and heard reports from: County Finance Director Ryan Berger gave a report to the Finance Committee

County Treasurer Nick Camlin gave a report on Fund Balances and Interest received to the Committee County Auditor April Palmer informed the Finance & Personnel Committee that her report is running a little late this month due to the Holiday. County Auditor Palmer also reported to the Committee that the

Audit has been filed on time and that they are moving on to the Forrest Preserve Audit. All routine reports were approved.

The Finance & Personnel Committee considered and recommended for approval the following: Considered secure parking for county Vehicles at a cost not to exceed $65,000 Consider State mandated cost of Living adjustments for the States Attorney, Public Defender and Sheriff.

Consider Justice Center Masonry Building Improvements at a total cos of $503,078.00 -- $190,00.00 from the FY2024 Sheriff’s Budget and $313,078.00 from ARPA Consider appointment of Matt Miller se Rock Island County Engineer

Consider new roof for 4347 Kennedy Drive funded by ARPA roof replacement was approved in the amount of $18,137.00 in March of 2024. Ceiling repair was also needed and the total cost of the project is not to exceed $28,137.00

Consider Transfer of Appropriations for FY 2024

Consider Appropriations Resolutions for fund

Consider claims for FY2024 in the amount of $1,287,167.81

Consider Treasurer’s Disbursements for FY2024 $4,745,687.38

Consider Board Member Per Diem/Mileage

Consider New Money Resolutions

This concluded the Finance & Personnel report.

8. Governance, Health & Administration Report:

Carla Enburg gave the Governance, Health & Administration report:

The Governance, Health and Administration Committee met on Monday July 8th 2024 at 10:00am County Clerk Karen Kinney gave a report on fees collected

County Circuit Clerk Tammy Weikert gave a report on training and staffing.

Taylor Louscher from the University of Illinois Extension services gave a report on upcoming events County Treasurer Nick Camlin gave an update on the Treasurer’s report

All routine reports were approved by the Committee

The Governance, Health and Administration Committee approved the following item: Ordinance 2024-07-A an ordinance updating the verbiage on the fees for class H & I Liquor Licenses. This Concluded the Governance, Health and Administration Committee report

9. Public Works & Facilities Report

Larry Burns read the Public Works & Facilities Report:

The Public Works & Facilities Committee met on Monday July 8th, 2024 at 8:30am The Committee heard reports from:

Zoning and Building Director Greg Thorpe about 2 Zoning Board of Appeals Cases GIS director Josh Boudi gave a report on fees collected for the month.

Interim County Highway Engineer Matt Miller gave a report on the Highway Department All reports were routine and were approved by the Committee

The Committee considered and recommended for approval the following:

Closing of a portion County Highway 59 for a Firemen’s festival put on by the Illinois City Buffalo Prairie Fire Departments.

Consider Zoning Board of Appeals Cases

a. RZ-24-106 Doug & Amy Zdansky AG-2 & SE-2, to SE-1 BH

b. RZ-24-107 Kristopher Massa AG-2 to SE-1 HA

The Following items were forwarded to the Finance and Personnel Committee for Further Consideration Consider secure parking for County Vehicles at a cost not to exceed $65,000.00 Consider Justice Center Masonry Building improvements at a cost of $503,078.00 -$190,00.00 to come from FY24 Sheriffs budget and the remaining $313,078.00 to come from ARPA

Consider hiring County Engineer Matt Miller

Consider New Roof and Ceiling Repair for 4347 Kennedy Drive funded by ARPA. Roof Replacement was approved in the amount of $18,137.00 in March of 2024. Ceiling repair also needs to be completed and total cost not to exceed $28,137.00

This concludes the report of the Public Works and Facilities Committee

10. Approve County Board Agenda

Motion to approve: Dave Adams Second: Dr. Luis Moreno voice vote

Motion carried

11.Closed Session

Tim Foster made a motion to go into closed session as allowed in 5 ILCS 120/2(c)(5). The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

The Rock Island County Committee of the Whole went into Closed Session at 5:44pm

Vice-Chairman Brian Vyncke noted that there was no action taken in Closed session
